Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a high school Grade 12 graduation
Experience: Candidates should have over four to eight years of related experience in long-range planning, policy planning studies, and review of Official Plan and Secondary Plans

Physical Requirements:

  • The candidates should have the ability to work independently or as part of a team

Other Requirements:

  • The candidates should have an additional program of three to four years in Urban and Regional Planning or equivalent
  • The candidates should have provisional membership with the Canadian Institute of Planners (MCIP) and the Ontario Professional Planners Institute (OPPI)
  • The candidates should have a valid non-probationary Class ‘G’ Driver’s Licence and a working knowledge of Microsoft Office Suite
  • The candidates should have a Registered Professional Planner (RPP) designation with the OPPI
  • The candidates should have the ability to draft clear, concise reports and planning documents
  • The candidates should have exceptional written and verbal communication and interpersonal skills, with an emphasis on customer service

Responsibilities:

  • The candidates should be able to provide guidance and advice to staff, including directing consultants on assigned projects and coordinate the Official Plan review and review of Secondary Plans, including managing public and stakeholder consultation
  • The candidates should be able to undertake research and analysis on various planning policy issues affecting the City, including interpreting and implementing Provincial legislation and policies
  • The candidates should be able to prepare land use plans and draft policies for new Secondary Plan areas and Block Plan areas, prepare reports and recommendations, and present to Council
  • The candidates should be able to draft comprehensive zoning by-law amendments for specific areas of the City or special study areas and liaise with senior staff of other levels of government and negotiate the approval of official plan amendments by regional and Provincial agencies
  • The candidates should be able to advise other departments, the public, senior staff, regarding the City’s Official Plan, Secondary Plans, Block Plans, and other planning policy documents
  • The candidates should be able to coordinate and review background component studies prepared by consultants, used as input for the Official Plan Review, Secondary Plan reviews, and Block Planning
  • The candidates should be able to represent the Planning Department in committees of inter-municipal planning studies and at open houses and public meetings organized by other agencies and evaluate study proposals, interview consultants, and assist in consultant selection as the coordinator of the selection committee
  • The candidates should be able to review development applications and provide comments from a planning policy perspective and undertake site visits and geographic surveys of planning areas
  • The candidates should be able to monitor the implementation of the City’s Official Plan and Secondary Plan policies as well as the implementation of long-range plans of adjacent municipalities and appear before the Ontario Municipal Board to provide expert planning evidence on behalf of the City
  • The candidates should be able to respond to staff and public inquiries during in-person consultations at public information centers, open houses, public meetings, and service counters
