Requirements:

Languages: Candidates must have knowledge of the English Language

Responsibilities:

  • The candidate should be able to lead and manage the Building Design and Construction financial capital budget while consulting with staff and clients on status, updates or changes and policing the decision processes to effectively manage cash flow, commitments and allocations
  • The candidate should be able to advise, evaluate and analyze project and section budgets, capital planning and reports for returns or top-ups, with analytical and financial solutions and and maintain the Divisional capital budget for new projects and capital asset state of good repair and monitor financial accounts, advise on status and take appropriate action to address identified anomalies and prepare reports for internal communication of financial and project status for internal stakeholders, both formal and informal
  • The candidate should be able to liaise and assist the Business Services Division on a regular basis for Corporate reporting, operating budget recoveries and year-end forecasting and reconciliation and work closely with the Director, all Divisional Managers, Finance, Purchasing, Asset Management, clients and stakeholders in developing, implementing and managing the capital budget delivery and multi-year forecast and ensure the Division’s optimal performance, including operational improvements and adherence to documentation and record-keeping, maintaining confidentiality, managing and updating SOPs, implementing and providing training for new software and initiatives and providing administrative expertise
  • The candidate should be able to contribute and liaise with other department or division heads and senior project leaders on the financial planning for DRP special projects related to delivery and implementation and provide leadership and guidance in management and controls of implementation processes to facilitate the successful and timely delivery of projects and establish and recommend budget requirements and adjustments based on capital project activities and planning to ensure effective resourcing and budget management at all times and review Divisional activities against plan and budget, report on discrepancies, gaps and changes and support the development of mitigation strategies
  • The candidate should be able to act as an advisory subject matter expert to meet Divisional and Corporate service standards, escalating complex issues to the appropriate level and assist in the monitoring, development and adherence to SOPs for the division and related sections and champion collaboration with key external partners and stakeholder groups and provide strategic guidance to project leads and teams regarding budget, Divisional and Corporate goals and objectives in a professional and timely manner
  • The candidate should be able to facilitate the assignment of Divisional work orders using the HEAT Ticket System and manage G drive and SharePoint access for all staff on-boarding or off-boarding and facilitate the process to set up projects for approved Capital and emergency state of good repair and assist administrative staff in the delivery of programs, training, protocols and special projects and provide support and guidance for new divisional initiatives, training, processes and programs in unison with the Director’s office and administration and manage Divisional project management software setting up new projects, funding and cost updates, changes, IT access, form and process creation, troubleshooting and training
  • The candidate should be able to support, advise and provide recommendations on confidential matters that may impact labor relations, staffing, on-boarding, attendance monitoring, coordinating HR initiatives, training and policy writing and work well within diverse groups to achieve common goals and objectives that meet operational effectiveness and corporate service standards and participate as a member of a cross-functional team
  • The candidate should be able to design and develop the overall project delivery strategy, including creation and execution of SOPs, budget and PO management, reporting and data maintenance for the division and provide financial and contract support to ensure corporate effectiveness is achieved and research best practices and processes to ensure staff achieve key milestones and targets and identify emerging issues and challenges to enable informed decision-making and and execute actions to ensure the division achieves corporate objectives and financial accountability and proactively research key priorities to ensure divisional initiatives gain stakeholder support and commitment and provide strategic support, critical analysis, guidance and advice to the management team
  • The candidate should be able to troubleshoot matters of importance to the Director of BDC and provide solutions and recommendations to aid in resolution while exercising judgment, which may be sensitive and confidential in nature and and facilitate the resolution of issues related to budget, operations, project progress and SOPs, and analyze and present status to BDC management
