Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of Bachelor’s degree in Civil or Water Resources Engineering
Experience: Candidates should have minimum 4 years experience in municipal civil infrastructure planning, design, construction and project management

Physical Requirements:

  • The candidates should demonstrate exceptional time management and organizational skills, with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
  • The candidates should have demonstrated ability in utility design, construction and project management
  • The candidates should be capable of exercising diplomacy and tact

Other Requirements:

  • The candidates should have an equivalent combination of education, training and experience
  • The candidates should have registration or eligibility to register as an Engineer-In-Training (EIT) or Professional Engineer in British Columbia
  • The candidates should possess experience working in land development as a civil consultant
  • The candidates should have knowledge of engineering principles and standards related to hydraulics, hydrology, sewer systems, rainwater management, and green infrastructure
  • The candidates should have a working knowledge of Organizational Quality Management processes, frameworks, City’s development processes and leadership skills with the ability to motivate and engage staff
  • The candidates should possess excellent written and verbal communication skills with a variety of stakeholders, including experience writing technical reports
  • The candidates should possess strong conflict resolution, mediation, and negotiation skills
  • The candidates should have the ability to develop and maintain positive, productive relationships at all levels in the organization and with external stakeholders
  • The candidates should be proficient in the use of computer design and modeling software such as PCSWMM, ArcGIS, and AutoCAD

Responsibilities:

  • The candidates should be able to provide technical expertise and coordination to assess the existing sewer capacity system and support growth and development in the City
  • The candidates should be able to provide sewers or water coordination for developments or growth-related projects, including support for budgetary oversight, cost estimates, scheduling and report writing
  • The candidates should be able to prepare detailed sewer project management documents for sewer upgrades related to rezoning and development applications and provide guidance and interpret policies with developers regarding sewer upgrading conditions and ensure requirements for development are met
  • The candidates should be able to identify data gaps, missing information, future studies, and sewer and drainage planning to better confirm or support the implementation of growth-related projects and tender documents for sewer, rainwater, and green infrastructure for compliance with City design standards and requirements
  • The candidates should be able to provide project and process management of the Utilities Development Cost Levy (UDCL) capital program project list by identifying priorities and escalating projects
  • The candidates should be able to determine the scope of work, prepare requests for proposals, evaluate proposals, and participate in the selection of consultants for UDCL projects assist in negotiating consultant contracts; review consultants’ submitted works and recommend adjustments as appropriate
  • The candidates should be able to represent the City and liaise with other engineering branches, City Departments, consultants, private developers, external agencies, Metro Vancouver, and government agencies on sewer modelling, rezoning conditions for sanitary and storm sewers, and UDCL projects
  • The candidates should be able to assist in the development of internal standards and practices to improve the review process and support development procedures and submission requirements and keep abreast of emerging practices and policies
  • The candidates should be able to perform engineering research, propose solutions to complex technical engineering problems and make recommendations to other staff
