Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a University degree in Computer Science, Information Technology and Business Administration
Experience: Candidates should have a minimum of five years of experience managing IT projects and portfolios in a large and complex environment

Physical Requirements:

  • The candidates should be highly self-motivated and directed, with keen attention to detail and ability to negotiate and facilitate issue resolution
  • The candidates should have the ability to think strategically, analytically, and creatively and solve problems effectively
  • The candidates should be able to work independently and collaboratively in a fast-paced and dynamic environment

Other Requirements:

  • The candidates should have certification in Project Management PMP, PRINCE2 and Agile and proven track record of delivering IT projects of various sizes, scopes, and complexities on time, within budget, and with quality
  • The candidates should have experience in processing and tracking invoices, ensuring accuracy and timely payments as per vendor contracts
  • The candidates should have strong knowledge and experience applying various IT project management methodologies, frameworks, and tools, such as Waterfall, Agile, Scrum, Kanban and PMBOK
  • The candidates should have excellent leadership, communication, interpersonal, and stakeholder management skills acquired through progressive work experience at a supervisory or management level
  • The candidates should understand system integrations to ensure seamless data sharing and interoperability between various IT applications and platforms
  • The candidates should be able to handle multiple tasks and competing priorities and adapt to changing demands, priorities, and situations and proficiency in LEAN methodologies
  • The candidates should have hands-on experience with project management applications and tools such as Microsoft Project and strong written and verbal presentation skills
  • The candidates should have previous municipal experience and IMS 200 Certification or equivalent (ICS200) (considered an asset) and must achieve certification within the first year of employment, subject to course availability

Responsibilities:

  • The candidates should be able to define and implement best practices and standards for IT project management, including methodologies, tools, processes, and templates
  • The candidates should be able to establish and maintain the IT project portfolio management framework, including intake, evaluation, selection, prioritization, and monitoring of IT projects
  • The candidates should be able to develop and manage detailed project schedules, workplans, and costing allocations
  • The candidates should be able to ensure the IT project portfolio is aligned with the strategic goals and objectives of the organization and delivers the expected value and benefits
  • The candidates should be able to oversee the planning, execution, and delivery of IT projects, ensuring they meet quality, scope, capital budget, and timeline requirements and provide regular and accurate reporting and communication on the status, progress, and performance of the IT project portfolio
  • The candidates should be able to facilitate collaboration and coordination among cross-departmental project teams
  • The candidates should be able to identify and manage resource allocation and capacity planning for the IT project portfolio, ensuring optimal utilization of IT resources
  • The candidates should be able to conduct post-project reviews and lessons learned sessions, identifying opportunities for continuous improvement of IT project management processes, operational support, and IT software implementation lifecycle
  • The candidates should be able to develop and manage requests for proposals (RFPs), lead the selection and procurement process, and manage contracts, statements of work (SOWs), and vendor performance
  • The candidates should be able to work with selected vendors to achieve successful implementation of projects within the portfolio
