Requirements:

Languages: Candidates must have knowledge of the English and French Language
Education: Candidates should have completion of Grade 12
Experience: Candidates should have minimum one year previous experience working in a Call Centre, Communications Centre, or Police environment

Physical Requirements:

  • The candidates should be required to work hours commensurate with a 24/7 shift schedule to meet operational requirements of the section, including days, afternoons, evenings, and nights (including Statutory Holidays)
  • The candidates should be able to perform work in a standard Communication Centre or office environment and engage in constant light physical activity, moving from workstation to various areas of the larger office
  • The candidates should be able to work shifts as designated in the “Hours of Work” section of the job description
  • The candidates should be capable of extended periods of time on a computer, with minimum typing skills of 45 wpm
  • The candidates should be able to sit for long periods while operating the dispatch system and computer, requiring concentration for continuous periods

Other Requirements:

  • The candidates should understand that experience and formal training combined may substitute for stipulated education requirements
  • The candidates should possess bilingualism in French and English, demonstrating fluency in oral, reading, and writing skills
  • The candidates should be prepared to provide a certificate of achievement at their own expense for Advanced Level II proficiency in French (oral expression and comprehension) from Interlangues Language School
  • The candidates should have a working knowledge of the Organization’s Mission, Vision, and Values and understand the importance of client-centered service
  • The candidates should be prepared for situations or interactions that often involve a high level of stress and intense emotions for both the incumbent and the caller
  • The candidates should possess relevant post-secondary education and previous experience working in a police environment, Emergency Services, and Communication Centre
  • The candidates should have knowledge of CPIC, records entry, and procedures related to the section
  • The candidates should have knowledge of Computer-Aided Dispatch (CAD), completed Conflict Resolution training
  • The candidates should have completed Problem Oriented Policing training and completed Mobile Report Entry (MRE)/RMS training and understand the rationale behind OPS policies and procedures and their impact on daily service delivery
  • The candidates should have in-depth knowledge of the Ottawa Police Service policies and procedures, Communication Centre, and computer systems and be fluent in reading, writing, and speaking other languages

Responsibilities:

  • The candidates should be able to receive calls and complaints from 9-1-1, OPS emergency and non-emergency lines, as well as TDD lines, ensuring effective communication and dispatch units to calls for service, keeping updated on all information entered in the call and engaging units with pertinent incoming information via the Computer Aided Dispatch system and radio
  • The candidates should be able to maintain officer safety by providing backup units in potentially dangerous situations and monitor air traffic, controlling airtime to prevent misuse, and prioritize calls as they are entered into the system
  • The candidates should be able to generate police calls for service by making entries in the CAD system while conducting phone interviews with customers and assist field units with requests that fall within the responsibilities of the Communication Centre
  • The candidates should be able to train and assist in training new Communication Center personnel, providing guidance and support and liaise with outside agencies and their field officers as required, facilitating effective communication
  • The candidates should be able to assist in the deployment of police and non-police resources as required, coordinating efforts effectively and supervisors about all emergency calls, dangerous situations, and other pertinent situations
  • The candidates should be able to dispatch Road NCOs (Non-Commissioned Officers) as per established procedures and ensure all users adhere to proper Mobile Work Station (MWS) and radio etiquette
  • The candidates should be able to ensure all units are using proper assignment procedures and provide information to callers without impeding the proper use of the systems
  • The candidates should be able to transfer calls when necessary to different areas of the Service for efficient handling and provide assistance to the dispatcher by performing necessary clerical functions to support operations
  • The candidates should be able to notify outside police services or agencies and other emergency services of any emergency situations and screen calls by prioritizing and redirecting inquiries from the public to the appropriate entities
  • The candidates should be able to make necessary corrections to 911 print-outs, ensuring accuracy and maintain Premise Histories and emergency night listings of properties and write any required documentation, memos, reports, and attend court as subpoenaed and screen incoming calls and assign priority for service based on current Call Path, Service Response Protocol, and related policies
