Requirements:
Languages: Candidates must have knowledge of the English Language
Education:Â Candidates should have completion of a Technical School Diploma in Environmental Science
Experience: Candidates should have at least four years of related experience
Physical Requirements:
- The candidates should be able to lift and move heavy equipment and materials on rare occasions
- The candidates should be able to maintain short periods of intense concentration while creating detailed drawings, conducting investigations, communicating with the public and property owners, and writing reports frequently
- The candidates should be able to meet multiple deadlines regularly, focus on a VDT for extended periods while performing research, reviews, report writing, and viewing CCTV footage frequently
- The candidates should be able to work primarily in an office environment, work in close proximity to moving traffic occasionally, work outside in all weather conditions occasionally
- The candidates should be able to work in confined spaces with preventative measures to avoid exposure to hazardous fumes on rare occasions
- The candidates should be aware of the potential for contact with raw sewage and contaminated stormwater, which is considered a premium item
Other Requirements:
- The candidates should be organize and prioritize work effectively, understand and apply the principles and techniques of environmental management, including spill response, contaminated sites, and the enforcement of bylaws and policies
- The candidates should be able to operate Microsoft Office programs and permitting and billing programs proficiently, read and interpret engineering drawings and analytical results
- The candidates should be able to use a variety of sampling equipment, communicate effectively both verbally and in writing
- The candidates should be able to convey information professionally and constructively in difficult enforcement situations
- The candidates should possess a related discipline (2 years) or an equivalent combination of education and experience, a current and valid Class 5 B.C. Driver’s Licence
Responsibilities:
- The candidates should be able to review permits, licenses, and applications to determine compliance with Codes of Practice, conduct outreach, site visits, and inspections to promote compliance and prevent enforcement escalation
- The candidates should be able to collect stormwater, soil, and sediment samples using specialized equipment and prepare them for lab analysis, analyze lab results, compare findings with City bylaws, and determine necessary compliance actions
- The candidates should be able to respond to public and internal inquiries regarding stormwater quality concerns and regulatory requirements, direct Bylaw Officers to issue fines when compliance efforts have been exhausted
- The candidates should be able to maintain accurate records of investigations, sampling results, enforcement actions, and related data, assist in reviewing contaminated site notifications and responding to pollutant spills
- The candidates should be able to support stormwater utility functions, including reviewing Rainwater Rewards applications and conducting site inspections
- The candidates should be able to assist with contract administration, including project management, tender document preparation, inspections, and cost monitoring, perform other related duties
