Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Bachelor Degree in Business, Finance, Engineering, Economics OR any other related disciplines
Experience: Candidates should have extensive experience of Category Management, Strategic Sourcing and Procurement in large public or private organizations

Physical Requirements:

  • The candidates must be able to work independently with minimum supervision
  • The candidates should exhibit strong project management skills with the ability to organize, control, and coordinate a variety of activities in a fast-paced environment, along with the ability to organize and manage multiple priorities

Other Requirements:

  • The candidates should possess a Bachelor’s Degree in MBA, CPPO (National Institute of Government Purchasing), or CPP (Purchasing Management Association of Canada), or an equivalent combination of education and/or experience
  • The candidates should have considerable experience collaborating, leading, motivating, and training staff within operating departments in a large public or private organization
  • The candidates should have experience with eProcurement type systems (SAP, Ariba, Oracle, Merx, IBM Maximo, JD Edwards, BravoSolutions) and high proficiency in Microsoft Office
  • The candidates should demonstrate thorough knowledge of broad-based sourcing strategies to drive financial benefits through negotiations, reducing total cost of ownership, demand management, and Supplier Relationship Management
  • The candidates should possess highly developed knowledge of RFx and sourcing leading practices, including contract negotiations, reverse auctions, supplier performance scorecard, and benefits
  • The candidates should have knowledge of the principles, practices, and methods used in public purchasing and understanding of the Construct Act of Ontario and CCDC documents and Knowledge of Trade Agreements, including the Canadian Free Trade Agreement (CFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Ontario-Quebec Trade and Cooperation Agreement (OQTCA)
  • The candidates should demonstrate stakeholder management, time management, interpersonal, and problem-solving skills, have highly developed communication, conflict resolution, and relationship-building skills and possess the ability to act in an ethical, confidential, and transparent manner, in compliance with the corporate code of conduct
  • The candidates should be familiar with Ontario Statutes, including the Occupational Health and Safety Act, employment standards, labor and human rights, and other applicable government legislation

Responsibilities:

  • The candidates should be able to develop and implement detailed sourcing strategies and support Management in the development of Category Strategies and develop strategic sourcing criteria and define category requirements
  • The candidates should be able to manage a portfolio of contracts, including the performance of one or more categories, complex strategic sourcing initiatives, and report category performance to Leadership periodically
  • The candidates should be able to manage various aspects of the Strategic Sourcing Category program and establish sourcing savings targets and assist internal clients with required information gathering, strategic sourcing activities, market intelligence, benchmarking, and supplier performance information
  • The candidates should be able to analyze the organization’s spend profile related to the assigned categories and develop RFx packages and execute RFx under the Category Management Leadership and analyze complex data in conjunction with market intelligence information and the competitive environment to identify sourcing opportunities
  • The candidates should be able to review, analyze, and provide recommendations on existing and potential service contracts, including financial implications, staffing, and other resources and anticipate and negotiate possible price changes based on knowledge of the goods and services purchased
  • The candidates should be able to work in close collaboration with Divisions staff to implement newly established contracts and provide project management and change management support to ensure the successful implementation of sourcing strategies
  • The candidates should be able to establish contracts with suppliers and conduct performance review meetings in accordance with the Supplier Relationship Management Policies and Procedures
  • The candidates should be able to monitor client Divisions to ensure goods and services are purchased on contracts and monitor contract compliance and report contract performance to key stakeholders
  • The candidates should be able to lead the development of Procurement Plans for the category to support the Divisional procurement requirements and collaborate with key stakeholders to develop various solicitation documents
  • The candidates should be able to lead supplier information and debrief sessions, ensure the overall satisfaction of internal stakeholders and lead, motivate, and train assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning, and encourage innovation in others
