Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a four-year Bachelor’s degree in either Finance, Management Information Systems, Human Resources or related fields
Experience: Candidates should have at least 5 years of experience in full cycle of Payroll and Pension administration in a unionized environment

Other Requirements:

  • The candidates should have at least 3 years of experience as PeopleSoft HCM or other business ERP or functional analyst with a strong focus on Scheduling, Time and Attendance, Payroll module, and payroll specific operations
  • The candidates should possess strong experience with system implementation, specifically the Payroll module of the ERP PeopleSoft certification
  • The candidates should demonstrate experience in Human Resources administration
  • The candidates should exhibit experience with respect to project management activities
  • The candidates should have demonstrated experience in a supervisory capacity

Responsibilities:

  • The candidates should be able to identify any issues or opportunities that arise from client queries and able to determine resolutions for complex business requirements and able to identify potential risks and develop alternative solutions and able to gather and document business requirements
  • The candidates should be able to work with the payroll manager to define project timelines and proactively raise risks/issues to timelines, functionality, or operational readiness and able to track project progress, risks, and issues and take action as needed, developing and providing status reports, and leading client working sessions with IT/HR
  • The candidates should be able to oversee the end-to-end systems development lifecycle, including ensuring completeness of business requirements, ensuring solid functional and technical design/development, ensuring robust/repeatable testing cycles, and ensuring smooth production cut-over
  • The candidates should be able to lead the processes, procedures, and documentation related to developing, managing, and executing long-term project schedules that translate project outcomes into tangible implementation actions, creating and/or modifying SOPs and other process-related documentation
  • The candidates should be able to prepare training materials for the new system and prepare communications and engage stakeholders for organizational rollout of the system implementation, facilitating the resolution of system-related issues and conducting functionality testing
  • The candidates should be able to create testing scenarios, provide functional guidance on testing scenarios, log issues resulting from testing, and perform retesting to validate the implemented solutions by the vendor and able to manage project scope to ensure commitments are achieved and create a specific payroll project plan as a subset of the overall systems implementation project plan, resolving project-specific issues and challenges
  • The candidates should be able to partner with IT and HR to coordinate project execution, including deployment schedules to manage conflicts, and monitor the results of the work breakdown from the project plan, providing regular project progress and performance reporting against expected delivery parameters
  • The candidates should be able to oversee the transition of project deliverables into regular business operations to sustain post-project performance and execute and facilitate training required for the new system, providing coaching and mentoring to payroll staff including technical advice once new systems are implemented
  • The candidates should be able to act as an advisory subject matter expert to meet corporate service standards and escalate complex issues to the appropriate level
  • The candidates should be able to liaise with stakeholders to understand business needs and recommend solutions to meet operational effectiveness
  • The candidates should be able to build and maintain a relationship with internal and external stakeholders, departments, and team members to achieve common goals and objectives and present and convey complex concepts and conditions to stakeholders, developing reports, proposals, and making recommendations to management for effective decision-making
  • The candidates should be able to keep management informed of activities and initiatives and recommend solutions for effective decision-making, conducting research, reviewing, assessing trends, current processes, and practices to recommend solutions that improve business processes, service solutions, and best practices
  • The candidates should be able to maintain knowledge of collective agreements, City policies and practices, legislation, regulations, and Standard Operating Procedures (SOPs), using effective resource and expense management at all times to meet corporate policies and guidelines
  • The candidates should be able to backfill resources on Payroll operational and project initiatives, assist in the balancing and reconciliation of the T4 slips, T4A slips, and NRA, assist in the completion of year-end reporting, and assist in the completion of ad hoc payroll projects by conducting research, producing relevant data, and performing analysis as needed with potential alternative solutions
  • The candidates should be able to participate in project initiatives as a subject matter expert, work well within diverse groups to achieve common goals and objectives that meet operational effectiveness and corporate service standards, participate as a member of cross-functional teams, and demonstrate corporate values at all times
