City of Toronto’s Corporate Real Estate Management division oversees the strategic management of the city’s real estate assets. It handles property acquisitions, leasing, and facility management to optimize space utilization and cost efficiency. Through asset planning and portfolio optimization, the division supports the city’s operational needs and fiscal sustainability. Requirements:

Other Requirements:

  • The candidates should be licensed as a Security Guard / Private Investigator under the Ontario Private Security Investigative Services Act and have considerable experience in modern corporate building security for large and small building complexes
  • The candidates should possess considerable experience with various security hardware, software, keying, and systems and have experience providing work direction, leading, coaching, and/or training staff
  • The candidates must possess a valid Ontario Driver’s License Class “G” with the ability to qualify for a City Equipment Operator’s License, and be able and willing to drive within the Greater Toronto area
  • The candidates should have knowledge of common security policies and various related Acts and Codes, including the Criminal Code and Trespass to Property Act, Health and Safety Act and possess highly developed conflict resolution, negotiation, and problem-solving skills with a results-oriented approach
  • The candidates should have excellent organizational and time management skills and possess highly developed interpersonal skills, including verbal and written communication skills
  • The candidates should have customer service skills, with the ability to communicate effectively at all organizational levels and work effectively with colleagues, City staff, internal and external clients, agencies, and the general public
  • The candidates should have strong skills in monitoring and maintaining expenditures within approved budget limitations and demonstrate the ability to meet deadlines and deal with conflicting priorities and work demands, as well as to identify, analyze, and solve problems independently
  • The candidates should have the ability to create security standards, work plans, and policies and procedures and maintain enforcement of the same
  • The candidates should exhibit effective decision-making that promotes and fosters teamwork with the ability to manage change effectively within the mission and priorities of the Unit and possess the ability to initiate and implement procedures and measures to increase operational efficiency and effectiveness
  • The candidates should be able to report to various work sites and should be familiar with Requests for Quotations (RFQ) and Requests for Proposals (RFP) processes

Responsibilities:

  • The candidates should be able to provide and maintain a high level of security and life safety services to City employees and members of the public visiting City facilities and able to implement detailed plans and recommend policies/procedures regarding program-specific requirements
  • The candidates should be able to supervise the day-to-day operation of all assigned staff, including scheduling, assigning, and reviewing work, and authorize and coordinate vacation and overtime requests, recommending disciplinary action when necessary and able to provide input into and administer the assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations
  • The candidates should be able to represent Corporate Security to City divisions and act as the security divisional contact for day-to-day security operations, investigations, and emergency situations and able to provide advice, consultation, and support to local property managers and senior management staff on security systems, hardware, policies and procedures, health and safety, and life safety compliance
  • The candidates should be able to provide security services to City-owned and operated properties through various security systems and supervision of in-house staff and contracted firms and able to ensure staff adherence to and enforcement of security policies and various related Acts and Codes, including the Criminal Code and Trespass to Property Act
  • The candidates should be able to provide project management services related to planned and on-demand security system installation and maintenance to ensure all standards, contracts, and obligations are fulfilled and able to represent Corporate Security’s service interests at Community Council meetings and on various workgroups, committees, and project teams, as they relate to security, health and safety, emergency, labour disruption, and event planning
  • The candidates should be able to develop site-specific standards, site plans, policies, and procedures, and provide and enhance security at City facilities to integrate with the Unit’s standard work plan and procedures and able to develop and implement Divisional Security Plans
  • The candidates should be able to create security plans for large events and conduct briefings and debriefings with staff in relation to these events and able to conduct security audits and implement cost-effective solutions consistent with the overall vision of the Unit
  • The candidates should be able to play a leadership role in diffusing potentially dangerous situations, such as protests, demonstrations, labour disruptions, and emergencies and able to exchange information with various City and external groups before and after completion of large events at City facilities
  • The candidates should be able to conduct proactive patrols of facilities and able to check Security Occurrence reports, correct deficiencies, and conduct investigations, attending court as a City witness
  • The candidates should be able to liaise with local police divisions, various law enforcement personnel, emergency response agencies, local property owners, and related organizations and able to lead, motivate, coach, and develop security staff through highly developed interpersonal and customer service skills, including conflict resolution, problem-solving, and communication skills
  • The candidates should be able to maintain comprehensive knowledge of common security policies and various related Acts, including the Occupational Health and Safety Act, Employment Standards Act, and Labour Relations Act
  • The candidates should be able to coordinate the preparation and compile complete tender documents and specifications for tenders, Requests for Tenders, Requests for Quotations (RFQ), Requests for Expressions of Interest (REOI), and Requests for Proposals (RFP) for capital and operational contracts
  • The candidates should be able to provide the first level of supervision to Security Guards, including recruitment, selection, performance appraisal, deployment, all levels of discipline, and professional development to ensure skilled competent resources
  • The candidates should be able to respond to inquiries and complaints in an effective and professional manner and able to maintain a high level of functional knowledge of technical information to provide all aspects of modern corporate security and protection for large and small building complexes and special events and able to provide 24/7 coverage for emergencies
