Requirements:
Languages: Candidates must have knowledge of the English Language
Education:Â Candidates should have Grade 12 education or Graduation from a recognized, two-year, post-secondary architectural, mechanical, civil or other related engineering technology program
Experience: Candidates should have five years’ progressive related building construction experience
Other Requirements:
- The candidates should possess a Saskatchewan Journeyman Carpenter Certificate, including completion of a recognized apprenticeship program plus five years’ progressive related journeyman trade experience
- The candidates should hold a valid Level I Saskatchewan Building Official Licence and possess, or have the ability to obtain within two years after the date of hire, Level II and III Saskatchewan Building Officials Licences
- The candidates should have a valid Saskatchewan Class 5 Driver’s Licence and a vehicle suitable for use in the performance of duties and provide a current driver’s abstract from SGI demonstrating a safe driving record
- The candidates should have thorough knowledge of Part 9 of the National Building Code, the Swimming Pool Bylaw, The Construction Codes Act, and regulations under the Act
- The candidates should have knowledge of the National Building Code, particularly Part 3 and Part 8 and possess knowledge of all pertinent standards, regulations, policies, procedures, and bylaws
- The candidates should demonstrate the ability to interpret and make decisions in accordance with established policies and procedures and have the ability to work with minimal supervision
- The candidates should be proficient in reading and interpreting construction drawings and demonstrate the ability to express ideas effectively, orally and in writing and have proficiency with Microsoft Office applications (e.g., Word, Excel) and workflow software
- The candidates should have the ability to deal with people in a tactful, courteous, and authoritative manner and possess the ability to maintain current knowledge of technical advancements and changes in the construction industry
Responsibilities:
- The candidates should be able to perform administrative, plan review, and building inspection duties to ensure compliance with applicable codes, bylaws, acts, and standards and be able to review and approve residential and non-complex commercial plans
- The candidates should be able to schedule, prioritize, and inspect all buildings and other structures and installations during all phases of construction to ensure compliance with approved plans and applicable codes, bylaws, acts, and standards
- The candidates should be able to receive permit applications, conduct a preliminary plan review to ensure all documentation is attached, request missing information, and enter all required information into the computer database
- The candidates should be able to communicate with contractors, property owners, and other concerned parties to explain building code regulations, residential zoning requirements, and resolve problems to ensure public health, fire safety, and structural sufficiency
- The candidates should be able to patrol assigned areas to ensure that building permits are obtained for all construction activity and able to perform special inspections related to building information abstracts, complaints, fire-damaged buildings, building relocations, as well as pre-approval inspections for such things as fireplaces, personal care homes, and day care centers
- The candidates should be able to maintain physical and electronic records and issue reports of inspections, including action taken and recommendations; conduct subsequent inspections to determine if infractions have been rectified. Issue correction notices, orders to remedy a contravention, and stop-work orders when necessary
- The candidates should be able to circulate plans for review and approval by all divisions and other civic departments and subsequently review approved plans for completeness; prepare plans for permit issuance; notify the applicant that the permit is ready and issue the building permit and able to provide brochures and technical assistance related to the National Building Code, the Swimming Pool Bylaw, The Construction Codes Act, and regulations under the Act
- The candidates should be able to consult with other civic departments to identify and resolve issues related to missing plan information and able to assist with the occupancy permit and encroachment agreement processes by gathering related information and coordinating joint inspections with other civic departments as required
- The candidates should be able to assist with the civic addressing process for structures and structure units
