Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should hold a Bachelor of Commerce Degree majoring in Accounting
Experience: Candidates should have considerable experience in the relevant field

Physical Requirements:

  • The candidates should demonstrate the ability to plan and organize work effectively, handle conflicting priorities, and identify and resolve problems efficiently and the ability to lead, provide guidance, and train staff while managing a dynamic team environment effectively
  • The candidates should be capable of fostering a positive, respectful, safe, and healthy work environment that supports teamwork and well-being and be Canadian Citizens or Permanent Residents, be a minimum of 18 years of age and no involvement in any criminal activity within the last two years, including illegal drug use
  • The candidates should have no criminal record for which a Pardon has not been granted, pass a Level 3 Winnipeg Police Service security check and maintain the required clearance, successfully complete additional training as defined by the Service,  demonstrate comfort working around higher management and the ability to confront direct reports effectively
  • The candidates should possess strong functional and technical skills relevant to the role and be adept at learning on the fly and adapting to new challenges and demonstrate strong peer relationship skills and the ability to work collaboratively

Other Requirements:

  • The candidates should or an equivalent qualification, including enrollment in the CPA PEP program or similar standing in CPA programming based on CGA, CMA, or CA designation
  • The candidates should have a minimum of three years of experience in an intermediate accounting role within a computerized environment, including accounting procedures and practices, preparing financial reports and statements, and balancing and reconciling various records
  • The candidates should demonstrate knowledge of payroll processes, with related experience and advanced-level proficiency in Microsoft Word, Excel, and Outlook and possess working knowledge of the budgetary processes and procedures for the City of Winnipeg
  • The candidates should demonstrate strong oral and written communication skills and the ability to establish and maintain effective working relationships
  • The candidates should have knowledge and understanding of occupational hazards, safety precautions, regulations, and procedures relevant to the area of work

Responsibilities:

  • The candidates should be able to be financially accountable for any arrangements that generate revenue for the Service, including implementing and maintaining processes to ensure accurate recoveries
  • The candidates should be able to manage and lead staff to ensure financial information is provided promptly and recorded accurately and efficiently
  • The candidates should be able to conduct financial analysis and prepare reports and recommendations in areas such as revenue and expense projections, revenue budgets, and other related functions
  • The candidates should be able to manage internal finance processes to ensure compliance with established policies and procedures
  • The candidates should be able to ensure financial practices, activities, and transactions are accurate and adhere to standard accounting practices and principles, addressing discrepancies and preparing corrections
  • The candidates should be able to perform other duties as required, contributing to the overall success of the financial operations
