Responsible for record management, elections, and facilitating public access to information, it plays a central role in ensuring transparent and accountable governance. Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Post-secondary education, preferably with a master’s degree or professional designation
Experience: Candidates should have strong senior management experience related to elections administration, strategic and business planning and change management

Other Requirements:

  • The candidates should possess extensive experience as a senior leader, evidenced by past successful performance in leading and motivating a large, diverse team and thorough knowledge of statutory requirements to conduct municipal elections
  • The candidates should have a high degree of attention to detail, including the ability to accurately interpret, administer, and explain complex statutes and regulations
  • The candidates should have demonstrated leadership in advancing technologies, modernizing, and integrating business practices in complex applications, systems, and operations
  • The candidates should have proven ability to ensure fairness, impartiality, and compliance with legislation, including the Municipal Elections Act, the City of Toronto Act, the Education Act
  • The candidates should possess a strong working knowledge of elections and elections policies and procedures and a broad understanding of government and the independent role of the City Clerk in managing municipal elections
  • The candidates should have the ability to make fair and effective decisions in a fast-paced and high-profile public environment and a proven track record of dealing with candidates and other stakeholders with a high degree of integrity, sensitivity, trustworthiness, and fairness
  • The candidates should have highly developed dispute resolution skills and the ability to solve complex problems under difficult and demanding circumstances, including issues involving candidates, citizens, and interest groups
  • The candidates should demonstrate the ability to develop effective relationships both internally and externally, especially with Council, City staff at all levels, other levels of government, external organizations, and the public
  • The candidates should have the ability to lead change within a complex environment, balance diverse stakeholder and public needs, and build effective relations with community groups, elected officials, and other senior managers
  • The candidates should have excellent verbal and written communication skills, with demonstrated political and media savvy, are required for the candidates and thorough knowledge of the Occupational Health and Safety Act, including knowledge of management responsibilities for health and safety compliance under the legislation
  • The candidates should have thorough understanding of the requirements of the Accessibility for Ontarians with Disabilities Act

Responsibilities:

  • The candidates should be able to plan and execute City and school board elections, by-elections, and if required, municipal referenda and ensure fairness, impartiality, and compliance with election law
  • The candidates should be able to educate voters about the electoral process, voting opportunities, and continually improve the voting experience for all voters and ensure fairness, impartiality, and compliance with election law and able to communicate with election officials, candidates, media, and voters
  • The candidates should be able to manage the receipt and disclosure of financial statements from candidates and third-party advertisers and publish election results, demonstrating relentless attention to ethics, democratic principles, and impartiality, along with the ability to maintain confidentiality, and excellent problem-solving, negotiation, and communication skills
  • The candidates should be able to set the overall strategic direction for the effective delivery of the City’s and School Boards’ elections by establishing short-term and long-term goals and objectives aligned with the Clerk’s statutory power and duties
  • The candidates should be able to contribute to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures and lead and motivate a large, diverse workforce, ensuring effective teamwork, encouraging innovation, and providing resolution to controversial labour relations issues
  • The candidates should be able to conduct municipal elections, demonstrating strong acumen for managing details in the context of large, complex, and multi-dimensional plans to develop, design, and implement policies and programs that strengthen the City’s electoral processes
  • The candidates should be prepared to sit on executive-level committees, manage media relations, and represent the City Clerk in the media and other public forums in relation to Elections, as well as respond to political, legal, judicial, and intergovernmental events affecting the City’s electoral processes
  • The candidates should be able to prepare reports to Committee and Council, make presentations, defend policy directions, and answer questions at standing committees and Council, and build effective relations with community groups, elected officials, and other senior managers
  • The candidates should possess the ability to accurately interpret, administer, and explain complex statutes and regulations, proving invaluable in directing the development and implementation of an outreach and education program to raise awareness of democratic processes among Toronto’s diverse communities and ensure that eligible electors and candidates understand their rights and responsibilities to participate in municipal and school board elections
  • The candidates should ensure and cherish the openness and transparency of democratic processes by making processes and documents accessible to all and provide leadership in modernizing and integrating business practices in complex applications, systems, and operations
  • The candidates should promote continuous improvement by reviewing current processes and operations, researching industry practices, and developing and implementing new programs, services, and policies to address emerging needs and legislated initiatives, improving the efficiency and effectiveness of Election Services’ operation
  • The candidates should proactively seek out and develop opportunities to provide election services and expertise to other municipalities, jurisdictions, and associations and ensure compliance with applicable Collective Agreements, the Occupational Health and Safety Act and Regulations, the Human Rights Code, and other legislation, as well as the integrity and legislative compliance of business processes, programs, and services
