Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have 4-year university degree in Engineering, Computer Science, or equivalent
Experience: Candidates should have 8 years to 10 years experience working as a specialist in real-time operating applications in a large-scale transmission or distribution operating centre

Other Requirements:

• The candidates should have experience with Control Room operations and processes, demonstrated technical knowledge of software and systems used in the portfolio of operating tools, and knowledge of other operating platforms/applications/tools
• The candidates should possess knowledge of corporate policies and security practices for secure system development and acquisition and have experience in assessing, implementing, and testing cyber security controls to ensure software is secure and resilient
• The candidates should have experience with software cyber security threats and security incident response and should demonstrate knowledge of application authentication and authorization methods
• The candidates should have knowledge of the Microsoft Security Development Lifecycle (SDL) methodology and have experience with the development and sustainment of containerized applications
• The candidates should have experience with the implementation and configuration of Kubernetes orchestration software and have in-depth knowledge of the GitLab DevOps platform
• The candidates should have experience working with the Microsoft Azure Enterprise Dev-Test environment and should be familiar with the Micro Focus ALM (formerly HP Quality Centre [HP-QC]) test management platform
• The candidates should have familiarity with automated testing tools, including Automai Loader and Katalon Studio and possess knowledge of power system IT assets, use, connectivity, and asset management using life-cycle management methodologies
• The candidates should have knowledge of HA/DR application/database technologies, including clustering, load balancing, and replication and familiar with PowerShell scripting and the use of Desired State Configuration (DSC) for automated infrastructure and database builds
• The candidates should have knowledge of databases and experience with data analysis and report preparation and possess knowledge of computer technology and equipment configurations, operating systems, and application programming to develop, support, troubleshoot, and optimize system-level software and scripts
• The candidates should have a thorough understanding of the ITIL framework, particularly Service Transition and Service Operation phases, and experience working with Change Management, Knowledge Management, Incident Management, and Problem Management processes
• The candidates should have experience providing technical support to users of operational software and hardware and demonstrate a strong customer service orientation and have a demonstrated record of self-motivated behavior and perseverance to accomplish objectives despite obstacles
• The candidates should have a demonstrated ability to provide prompt and effective after-hours on-call support for critical applications and demonstrate the ability to coordinate work in a team environment
• The candidates should possess professional-level oral and written communication skills and demonstrated knowledge of Tx Control Room operations
• The candidates should have knowledge of systems, applications, and databases supporting the Operating Tools portfolio and have the ability to work in a team environment with minimal supervision and demonstrate the ability to develop cooperative relationships while interacting with others
• The candidates should possess keen investigative, analytical, and decision-making skills and be self-motivated, proactive, and innovative and have a desire to assist others and meet their needs
• The candidates should have the ability to work in cross-functional teams and have the ability to build persuasive arguments based on logic and facts

Responsibilities:

• The candidates should be able to provide prompt and efficient technical support to users of control room operating tools, including Network Outage Management System (NOMS), Control Room Information System (CRIS), and Power System Database (PSDB) applications, ensuring the efficient daily operation of transmission (Tx) and/or distribution (Dx) systems
• The candidates should be able to provide after-hours on-call support to operating/support personnel at control rooms, such as the Ontario Grid Control Centre (OGCC) and Integrated System Operating Centre (ISOC), resolving technical issues and ensuring system stability
• The candidates should be able to develop new software build processes using modern application containerization and orchestration technology, DevSecOps tools, and Agile methodologies, to implement resilient, clustered, cross-site high-availability (HA) implementations and upgrades of applications and databases
• The candidates should be able to ensure compliance with applicable North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) requirements, developing and following Security Systems Management and Configuration Change Management procedures
• The candidates should be able to develop, implement, and maintain OT Operations applications, Oracle systems, SQL Server, and PostgreSQL databases, supporting business processes and ensuring secure, stable operation
• The candidates should be able to monitor the status of supported operating tools, develop application/system metrics, and review reports to ensure ongoing performance, stability, and security, using the OT Operations IT Service Management (ITSM) platform to manage incidents, changes, and problems
• The candidates should be able to maintain and operate multiple environments for development, testing, training, and production operations, troubleshoot issues with configuration files and software binaries, and create/maintain configuration items within the OT Operations Configuration Management Database (CMDB)
• The candidates should be able to ensure systems are operated in accordance with established security practices, perform software changes, upgrades, user testing, and training, and ensure compliance with quality control procedures and plans
• The candidates should be able to analyze operating requirements, create functional specifications, deploy software, integrate with business processes, and develop strategic plans and standards for system/application/database design and development
• The candidates should be able to work with vendors, consultants, and internal teams to assess, design, and test standard products used within the suite of operating tools, execute projects, and act as a mentor to peers to advance their learning and facilitate their professional development
