Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have educational qualifications such as a Masters Degree in a related field
Experience: Candidates should have experience in a leadership role within a large, complex organization

Other Requirements:

  • The candidates should have knowledge, training, and/or education in Human Resources, Business, Labour/Industrial Relations, Arts, or a related field and should have experience in a leadership role within a large, complex organization
  • The candidates should possess excellent people leadership skills, including performance development/management, team building and facilitation, and succession planning and have experience managing multi-disciplinary teams accountable for politically sensitive and complex work
  • The candidates should have experience developing and managing complex, multi-dimensional relationships and should demonstrate the ability to manage escalated issues with a solution-oriented focus
  • The candidates should have experience working with unions, managing and resolving issues in a collaborative manner. Accreditation, coursework, and/or training in human resources, organizational development
  • The candidates should align leadership, organizational climate, and resources to support the corporation’s strategic management framework and additional training in public administration, project management, financial management, and/or change management
  • The candidates should aim to build a respectful workplace culture through a values-based influencer approach and work collaboratively and should communicate with strong political acumen, strategic planning, issue resolution, and decision-making skills
  • The candidates should understand complex municipal subject matter and build influential relationships with external stakeholders, other government jurisdictions, and internal departments and branches
  • The candidates should be able to present complex ideas to diverse audiences, build positive relationships, and establish clear expectations and should prioritize service excellence, embracing diversity, and promoting inclusiveness
  • The candidates should demonstrate alignment with the Cultural Commitments of Safe, Helpful, Accountable, Integrated, and Excellent, fostering an environment for others to do the same

Responsibilities:

  • The candidates should be able to plan, organize, lead, and oversee the important work of the section, which includes approximately 15-20 professional level staff, in alignment with the overall corporate direction
  • The candidates should be able to lead the provision of strategic-level human resource services and ensure consistent application across all departments, senior level advising and support, organizational design, project management, implementation of corporate projects, and strategic workforce planning and development
  • The candidates should be able to ensure a seamless delivery of services to all client groups across the City, including ensuring a positive customer experience and collaborating with partners across the City to develop innovative solutions to emerging issues
  • The candidates should be able to employ a service mindset and identify where clients require support and advice, leveraging influence and ensuring integration across the division to enable the delivery of high-quality service
  • The candidates should be able to provide advice directly to senior leaders and other levels of City management, building internal leadership capacity by enabling and educating leaders to make informed work decisions that help advance organizational goals
  • The candidates should be able to translate strategies into operational priorities and processes for client groups across the City, developing exceptional client relationships and fostering internal collaboration and partnership
  • The candidates should be able to anticipate, assess, and readily adapt to changing priorities, effectively respond to and resolve issues and concerns, and leverage data and apply information tools to support the decision-making process
  • The candidates should be able to anticipate business opportunities, influence policy, planning, and initiatives, and foster a culture of accountability through performance measurement
