Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Post-secondary degree in related discipline such as Human Resources, Business Administration, and Public Policy and Administration or the equivalent combination of education and experience
Experience: Candidates should have extensive experience in program or project development and implementation, especially in the areas of workplace expectations and/or talent development

Other Requirements:

  • The candidates should have extensive experience in at least one of the following areas: recruitment, leadership development, organizational design, competency framework and profile development, HR policy/business process, change management, performance management, succession management, training, or employee engagement
  • The candidates should have considerable experience using Excel, PowerPoint, and MSWord and City systems such as SuccessFactors, SAP, and ELI and have extensive experience providing senior-level strategic advice and adapting communications to a variety of audiences
  • The candidates should possess highly developed analytical skills in accessing and reviewing business processes to identify options, best practices, and opportunities to improve service delivery
  • The candidates should demonstrate excellent written and oral communication skills, presentation skills to deal effectively with city staff, senior management, and to chair meetings that include members from all organizational levels
  • The candidates should exhibit exceptional consulting, interpersonal, and negotiation skills with the ability to establish collaborative positive working relationships and a high level of trust with senior leaders, and to develop solutions, interact, and communicate effectively with divisional and agency staff, other municipalities and orders of government, and members of the public
  • The candidates should have the ability to research, analyze, and synthesize legislation, provincial guidelines, financial and resource issues, organizational models, and operational impacts into defensible policies, procedures, and/or program proposals
  • The candidates should possess strong project management skills to complement a strategic mindset, including the definition of project purpose and objectives, project activities, milestones and deliverables, monitoring and tracking progress, and communications with stakeholders
  • The candidates should have the ability to work effectively while managing multiple priorities in a demanding, dynamic environment and CHRL/CHRP designation

Responsibilities:

  • The candidates should be able to implement detailed plans and recommend policies/procedures regarding program-specific requirements and able to provide client-driven, value-added management consulting services to a portfolio of diverse consulting projects reflecting practice areas
  • The candidates should be able to provide policy analysis, formulation, coordination, and advice to the Senior Management Team regarding programs, services, and organization at both a strategic and operational level
  • The candidates should be able to shape and define consulting projects in consultation with Business Operations and key stakeholders, determining focus, scope, objectives, methodology, and activities and able to bring analysis and conclusions forward to Business Operations, chair meetings, and promote systematic discussion
  • The candidates should be able to support management in assessing and devising solutions from a pragmatic and objective perspective and able to work in support of project steering committees and lead interdepartmental teams and working groups
  • The candidates should be able to contribute to the development and implementation of strategic organization design and effective management systems and processes at the corporate level and able to foster and maintain cooperative working relationships within and external to the organization; establish and maintain contact with professionals in related fields to ensure skills, knowledge, and practice are current
  • The candidates should be able to assist in the assessment and analysis of corporate organization effectiveness issues and conduct studies and prepare confidential reports with respect to program and service delivery changes; management policies, systems, processes, and practices; management restructuring; and organization change
  • The candidates should be able to lead and/or support cross-departmental teams in the development and application of corporate policies; identification of a range of options for operations, policies, information systems, and management practices; assessment of the implications and viability of each option; and recommend changes to support management priorities and functions and strengthen internal controls
  • The candidates should be able to research, review, and report on existing and new management tools and methodologies and advise the Senior Management Team on emerging management techniques and their applicability to the City. Promote organization learning and take steps to orchestrate change through corporate-wide and interdepartmental initiatives
  • The candidates should be able to provide leadership support, strategic advice, and guidance to the team in conjunction with other divisions and stakeholders, in areas of recruitment & selection, return to work/workplace accommodation, complement management, employee & labour relations, organizational design/realignment, employee engagement, and attendance management
  • The candidates should be able to handle daily staffing operations including consultation, prioritization, and advancing the fulfillment of vacancies to ensure effective and efficient internal recruitment processes, and to facilitate a close working relationship between the division, People and Equity, and other related stakeholders
  • The candidates should be able to manage various Recruitment and Staffing related projects including business process documentation, development and re-engineering; advancing the division’s equity, diversity and inclusion goals; and other talent development projects and programs as required
  • The candidates should be able to focus on development and implementation of business processes, projects, and programs related to workplace culture, leadership development, change management, performance management, competency framework and profile development, succession management, training, employee engagement, and workplace expectations
  • The candidates should be able to manage and organize consulting services to senior management in the practice areas of strategy development and planning; business planning and performance reporting; business process re-engineering; organization design and restructuring; program review and alternative service delivery; program and service improvement; organization development; and, change management
