Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Post-secondary education in a professional discipline relevant to the job function, such as Business Administration, Public Administration, Public Policy, Economic Policy or combined equivalent of education and experience
Experience: Candidates should have experience in conducting research, developing options, and recommendations

Other Requirements:

  • The candidates should have extensive experience providing consulting services to senior management in a large organization, focusing on business process review and re-engineering, program review and service improvement, and strategy development and planning
  • The candidates should possess considerable experience with facilitation, change management, and the use of organizational excellence techniques and CBAP, Lean Six Sigma, PMP or other process-oriented certifications
  • The candidates should have experience managing complex projects or strategic and operational reviews within a major public sector organization at the municipal level
  • The candidates should demonstrate excellent organizational and project management skills, with the ability to work with a team, meet competing priorities, and handle multiple tasks concurrently
  • The candidates should have strong critical thinking and analytical skills essential for assessing and reviewing business processes to identify options, best practices, and opportunities to improve service delivery
  • The candidates should have highly-developed written and verbal communication skills, with the ability to prepare written reports and deliver effective presentations
  • The candidates should possess exceptional interpersonal, facilitation, and negotiation skills necessary for establishing positive working relationships, developing solutions, managing change, driving consensus, and interacting and communicating effectively with divisional staff, other municipalities, and members of the public

Responsibilities:

  • The candidates should be able to implement detailed plans and recommend policies/procedures regarding program-specific requirements and to collect data, conduct analyses, draw conclusions, and develop alternative solutions by reviewing processes and methodologies
  • The candidates should be able to conduct research into assigned areas, considering developments within the field, corporate policies, legislation, and government initiatives and to conduct research, analysis, policy formulation, and coordination to prioritize project investments within the divisional objectives
  • The candidates should be able to provide input into and administer assigned budgets, ensuring controlled expenditures within approved limits and to provide policy analysis, formulation, coordination, and advice to project partners and leadership at both strategic and operational levels
  • The candidates should be able to champion change, communicate effectively, and foster ongoing collaboration within program teams and stakeholders and to represent the Division in internal and external meetings, forums, and presentations regarding business solutions, information policies, and standards
  • The candidates should be able to assess and recommend scalable multi-jurisdictional business and technical solutions that meet client and business requirements within City standards, policies, and procedures
  • The candidates should be able to analyze current business practices, processes, and data flows, preparing feasibility studies and recommending changes to meet business objectives and to identify and recommend approaches for addressing program/activity gaps and issues
  • The candidates should be able to determine focus, scope, objectives, methodology, and activities for consulting projects in consultation with clients and stakeholders and to foster and maintain cooperative working relationships within and external to the organization
  • The candidates should be able to bring analysis, conclusions, and recommendations forward to clients/stakeholders, chair meetings and facilitate systematic discussions and to support management in assessing and devising solutions from a pragmatic and objective perspective
  • The candidates should be able to contribute to the development and implementation of strategic organization design and effective management/governance systems and processes at the corporate level
  • The candidates should be able to lead the assessment and analysis of corporate customer experience issues, conducting studies, and preparing reports on program and service delivery changes, management policies, systems, processes, and practices, and organization change
