Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a post-secondary Civil Engineering Program
Experience: Candidates should have minimum of two years of inspection experience in municipal infrastructure construction

Physical Requirements:

Other Requirements:

  • The candidates should be able to complete all duties and responsibilities listed above and a C. Tech or C.E.T designation with OACETT
  • The candidates should be able to read and interpret all types of municipal engineering drawings, contract documents, specifications, and construction standards and act with integrity and demonstrate sound moral and ethical principles
  • The candidates should strive for continuous improvement through innovation and enhancement of processes and excellent time management skills to effectively prioritize and organize work
  • The candidates should have exceptional customer service and conflict resolution skills and possess strong verbal and written communication and interpersonal skills to effectively deal with residents, contractors, other outside agencies, and stakeholders
  • The candidates should be able to maintain a detailed, accurate construction project journal and diary and follow directions from others, comply with requests, and respect authority
  • The candidates should have knowledge of the content and use of the Ontario Provincial Standards and Specifications (OPSS), City of Mississauga Standards and Specifications, Occupational Health and Safety Act, Technical Standards and Safety Authority, and OTM Book 7
  • The candidates should have strong computer skills and good working knowledge of INFOR, Hat-TW, Excel, Word, and Outlook and hold a valid Ontario Class “G” Driver’s Licence and have a clean driving record acceptable to the City
  • The candidates should be able to meet essential physical requirements of this position, including lifting, pulling, and carrying heavy objects, working outdoors in all weather conditions, and exposure to asphalt, concrete, and dust

Responsibilities:

  • The candidates should be able to inspect and document site conditions, labour, workmanship, and materials associated with the construction of municipal infrastructure such as roads, sidewalks, curbs, multi-use trails, retaining walls, storm sewers, connections, creek improvements, stormwater facilities, culverts, noise walls, and traffic signals
  • The candidates should be able to carry out field inspections of utility and private contractor construction activities on public right-of-ways to ensure adherence to approved plans, Road Occupancy Permit conditions, and City standards and ensure compliance with the Occupational Health and Safety Act, other applicable statutes and regulations, City bylaws, and City policies; report non-compliance and take corrective action
  • The candidates should be able to provide quality assurance acceptance of work performed and ensure conformity with contract drawings, contract documents, and other referenced specifications and standards and inspect sites to ensure safe working conditions and maintain public safety interests
  • The candidates should be able to review traffic control measures to ensure they are in accordance with OTM Book 7 requirements and examine plans, drawings, and specifications for municipal construction projects and subdivision servicing agreements and maintain a daily project diary and construction logs requiring excellent attention to detail; retain photo and video records to document site conditions and contract activities; and provide other project-specific documentation
  • The candidates should be able to verify quantities and provide records regarding contracted labour, equipment, and materials placed; prepare supporting documentation associated with progress payments, invoices, and time and material works and diligently check measurements, payment calculations, and quantity calculations to ensure accuracy and participate in pre-construction and construction progress meetings
  • The candidates should be able to troubleshoot and identify unforeseen site issues; review conflicts and construction issues; and present alternatives to facilitate resolutions and communicate with the Manager, Supervisor, Project Manager, or Contract Coordinator; and provide updates on project progress or delays
  • The candidates should be able to document deficient items and follow up on directions to ensure deficiencies are properly corrected and perform warranty inspections for final acceptance and release of securities and conduct visual inspections and arrange for on-site sampling and testing of materials and perform on-site locates of City storm sewer infrastructure for excavators
  • The candidates should be able to perform field inspections of utility, private contractor construction, and consultant activities on public right-of-ways to ensure adherence to approved plans, Road Occupancy Permit conditions, and City standards and mark designated areas for infrastructure repair or construction and liaise with the general public, contractors, consultants, utilities, city staff, and other stakeholders
  • The candidates should be able to investigate service requests, claims, and complaints received from the public or council and document action taken; and may be required to present evidence in court pertaining to contractual or civil cases
  • The candidates should be able to perform other related duties as assigned, which may include temporary re-assignment to the Works Operations Section during the winter period to assist in winter maintenance activities
