Requirements:
Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of hold a university degree in planning
Experience: Candidates should have a minimum of two years of professional experience in the planning field
Physical Requirements:
- The candidates should have the ability to supervise staff, exercise considerable judgment and demonstrate professionalism, diplomacy, tact, and discretion
- The candidates should have demonstrated effective project management, analytical, written communication, and public speaking skills
- The candidates should have demonstrated experience in urban design and community planning, including the ability to prepare design guidelines and policy documents and to produce and communicate with visual material
Other Requirements:
- The candidates should have either in municipal rezoning and development application review or private sector preparation of rezoning and development applications, preferably supplemented by supervisory experience, or an equivalent combination of education and experience
- The candidates should be eligible for membership in the Canadian Institute of Planners, which is considered desirable, considerable knowledge of urban planning, architecture, or related fields of study, along with a working knowledge of other subjects applicable to planning work
- The candidates should have considerable knowledge of urban design, social sciences, law, economics, development practices, and municipal finance as they relate to planning, considerable knowledge and understanding of governmental structures and systems
- The candidates should have a working knowledge of the City’s Zoning and Development By-law, Official Development Plans and Policies and Guidelines, along with a broad knowledge of City services, programs, and processes, knowledgeable about land use, urban design, and policy issues facing the City of Vancouver
- The candidates should be able to perform technical research and prepare reports independently and demonstrate creativity and use sound judgment
- The candidates should possess demonstrable skills and proven ability in software such as word processing (Word), quantitative analysis (Excel), presentations (PowerPoint), preparation of visual materials (Adobe Creative Suite), Urban Design Analysis (SketchUp), and MapInfo
Responsibilities:
- The candidates should be able to respond to public inquiries regarding rezoning potential and review, evaluate, and process rezoning applications from inquiry through to enactment
- The candidates should be able to supervise professional and technical support staff, establish collaborative working relationships with community organizations, businesses, residents, property owners, developers, and other stakeholders
- The candidates should be able to manage the public consultation process, including designing, attending, and facilitating community events such as forums, public engagement sessions, workshops, and meetings (including weekday evenings and weekends)
- The candidates should be able to coordinate and synthesize input from internal and external review groups and members of the public, advise and negotiate with applicants, present complex material and information to staff, the public, and City Council, prepare rezoning and other complex reports for Council and draft proposed by-law amendments
- The candidates should be able to prepare and manage work programs, advise on and prepare policy, zoning, and guidelines for area planning initiatives
- The candidates should be able to assess and understand the City’s rezoning processes, evaluating the effectiveness of existing systems and structures, and exploring best practices for innovation
- The candidates should be able to determine opportunities to improve, simplify, and consolidate review processes, and support implementation and change management perform other duties and responsibilities
