Requirements:
Languages: Candidates must have knowledge of the English Language
Education:Â Candidates should have registered as a Technician, Technologist with the Ontario Association of Certified Engineering Technicians and Technologists
Experience: Candidates should have a minimum of 5 years of experience in design and project management of construction, administering contracts, and managing contractors and consultants
Other Requirements:
- The candidates should have an intern with the Ontario Association of Architects or registered with the Professional Engineers Ontario and completed project management courses, and a PMP certification and demonstrate experience working with legislation pertaining to accessibility
- The candidates should have experience in interpreting construction drawings, legal surveys, specifications, and contract documents, with experience in various types of construction projects architectural, structural and a good knowledge of various acts and codes, including the Occupational Health and Safety Act, Ontario Fire Code, Ontario Building Code, and Accessibility for Ontarians with Disabilities Act, along with any other applicable legislation
- The candidates should have knowledge of the town’s standards in accessibility, sustainable construction, furniture, environmental policy, and the town’s purchasing bylaw and an understanding of the Occupational Health and Safety Act, its requirements, and the roles of a supervisor under the Act
- The candidates should have a good understanding of contract law as it pertains to construction, experience in estimating, preparing specifications, and tender documents and an understanding of hazardous materials, required legal actions, and types of remediation
- The candidates should possess strong problem-solving skills and the ability to multi-task and manage multiple projects while meeting time, budget, and scope constraints, create concise written project documentation and maintain accurate, organized project files and strong interpersonal communication skills and a commitment to working in a team-based environment with a focus on continuous improvement and quality customer service
- The candidates should possess strong oral and written communication skills for presentations and reports, knowledge of asset management software such as JD Edwards, which would be an advantage
- The candidates should be proficient in PC-based software, including word processing, spreadsheets, and project management applications and possess a valid Ontario driver’s license and provide their own vehicle to properly perform the duties of this position
Responsibilities:
- The candidates should be able to conduct inspections, condition assessments, forecasting, and implementation of the State of Good Repair (SGR) program for their, maintain and update the JD Edwards database related to SGR projects, provide input to the Manager regarding budget, scope, and schedule for all SGR projects
- The candidates should be able to offer technical expertise to town departments concerning accessibility and physical barrier removals, develop and manage technical reviews and reporting for building systems, review drawings and specifications and provide input for new construction projects, coordinate and manage SGR projects for the facilities within their assigned portfolio
- The candidates should be able to ensure project scope meets client group needs and all legislated requirements, prepare Request for Proposal (RFP) and Request for Quotation (RFQ) documents
- The candidates should be able to prepare tender packages, including drawings and specifications, for limited scope projects, coordinate with consultants for the preparation of tender packages, effectively negotiate with contractors and manage changes involving time, scope, and budget
- The candidates should be able to administer consultant and contractor contracts, applying knowledge of construction and contract law, including but not limited to CCDC contracts, Architect’s Forms of Contracts, Document 600, and RAIC 6
- The candidates should be able to negotiate change orders to consultant and construction contracts, maintain financial control of capital projects and provide related reporting to the Manager and client groups, maintain detailed project documentation and budget administration, coordinate all aspects of the project to ensure successful completion
- The candidates should be able to serve as the Town representative for the project and the primary contact with contractors and consultants throughout construction, up to the end of the warranty period and perform other duties
