Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have a Post-secondary diploma in Human Resources Management or a related discipline
Experience: Candidates should have minimum three (3) years of full-cycle recruitment experience in a high-volume environment. Equivalent combinations of education and experience may be considered

Other Requirements:

  • The candidates should ideally hold certifications such as Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL), or be pursuing these designations, with experience working in a unionized or municipal environment
  • The candidates should exhibit a strong customer service orientation with excellent relationship-building and interpersonal skills
  • The candidates should be creative problem solvers with exceptional attention to detail and strong organizational skills to handle multiple recruits simultaneously
  • The candidates should demonstrate an understanding of relevant employment legislation, including but not limited to the Ontario Human Rights Code (OHRC) and Accessibility for Ontarians with Disability Act (AODA); experience in reading and interpreting collective agreements is an asset
  • The candidates should have proficiency in behavioral interviewing methodologies, competency-based techniques, and/or other selection and assessment tools is an asset
  • The candidates should possess strong computer skills with the ability to learn new programs; advanced skills in Microsoft Office (Word, Excel, and PowerPoint) and previous experience working with an Applicant Tracking System is preferred
  • The candidates should have the ability to conduct research, analyze data, and use critical thinking skills to identify possible solutions to support continuous improvement for recruitment processes and service delivery
  • The candidates should have a passion for promoting and maintaining a healthy and safe workplace and the ability to work respectfully and effectively in a team environment
  • The candidates should demonstrate a commitment to Reconciliation, Equity, Accessibility, Diversity, and Inclusion; previous training in Diversity, Equity, Inclusion, and experience enhancing recruitment processes to remove barriers and promote diversity is preferred
  • The candidates must provide a Police Criminal Record and Judicial Matters Check satisfactory to the City
  • The candidates must submit proof of their current and valid certificate(s), licenses, and/or educational qualifications, if applicable
  • The candidates should demonstrate the ability and willingness to travel between worksites and meeting locations, as necessary, utilizing reliable, safe, and efficient methods of transportation to perform the job

Responsibilities:

  • The candidates should be able to create and maintain a positive recruitment experience for both candidates and hiring managers by providing exceptional customer service and communication throughout the hiring process
  • The candidates should be able to coordinate recruitment activities within the Applicant Tracking System (ATS) and Talent Pool Builder, including processing requisitions, creating job postings and pre-screen questions, scheduling in-person and virtual interviews, managing reference checks, and creating/presenting job offers to successful applicants
  • The candidates should be able to collaborate and consult with hiring managers on recruitment activities, including posting timelines, strategic advertising options, interview questions and assessments, and job offer details, while ensuring adherence to relevant collective agreements, legislation, policies, and procedures
  • The candidates should be able to assist with developing and maintaining recruitment strategies and processes, including high-volume seasonal, student, and part-time recruitment
  • The candidates should be able to maintain, track, and analyze recruitment metrics to identify gaps and recommend solutions
  • The candidates should be able to attend career fairs, liaise with community partners, and assist with developing internal strategies to attract diverse candidates
  • The candidates should be able to embed and encourage principles of diversity, equity, and inclusion into recruitment activities
  • The candidates should be able to participate in interviews and support the employee onboarding and orientation program, as required
