Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have High school (Grade 12) graduation plus an additional program of over two and up to three years in Civil Engineering, Architectural Engineering or equivalent
Experience: Candidates should have Over four years up to and including 8 years of experience in building inspection with focus on plumbing

Other Requirements:

  • The candidates should possess a Certificate of Qualification in Plumbing and must be registered with the Ministry of Municipal Affairs, holding a BCIN Number
  • The candidates should possess a non-probationary valid Ontario Class G driver’s license
  • The candidates should have demonstrated leadership abilities and integrity
  • The candidates should exhibit exceptional written and verbal communication and interpersonal skills with an emphasis on customer service
  • The candidates should have sound judgment, good decision-making, and analytical skills
  • The candidates should be able to work as part of a team
  • The candidates should have successful completion of the Ministry of Municipal Affairs & Housing Provincial qualification examinations such as (legal processes, house, small buildings, large buildings, complex buildings, building services, and plumbing all buildings)

Responsibilities:

  • The candidates should be able to assist in the coordination of work in the Inspections Section, including resolving complex construction/permit issues both on-site and in the office
  • The candidates should be able to provide mentorship to inspectors, assist in assigning the daily workload, and recommend required training and provide mentorship and on-site training to inspectors and assist in the distribution of the daily workload among the inspections group
  • The candidates should be able to coordinate between inspection disciplines to ensure that complex projects are approached with a team effort and provide field inspection support to inspectors on complex matters and offer leadership in resolving complex site issues, coordinating with Plans Examiners as necessary
  • The candidates should be able to mentor inspectors to ensure a consistent application of policies and interpretation of the Ontario Building Code and maintain accurate and comprehensive inspection and investigation records, including field notes, deficiency reports, orders, and photographs
  • The candidates should be able to issue Orders to Comply, Stop Work Orders, Orders to Uncover, Orders Not to Cover as a result of site investigations and in accordance with the legislative process and prepare documentation for the purposes of prosecution and testify in court as required
  • The candidates should be able to perform detailed and comprehensive inspections of buildings and/or sites to ensure construction compliance with the Ontario Building Code, plans, specifications, and documents
  • The candidates should be able to identify reports and/or tests required by professional engineers (geotechnical, structural, mechanical, fire protection) and architects, ensuring their timely receipt and correctness
  • The candidates should be able to liaise with homeowners, contractors, trades, and professional designers throughout the construction process, ensuring required inspections are undertaken and Code violations are corrected
  • The candidates should be able to request information and/or additional documentation from manufacturers and testing agencies for verification and resolution of uncertainty with new products or systems related to intended performance, Building Code requirements, and suitable site condition application
  • The candidates should be able to provide assistance to homeowners and professionals seeking clarification and understanding of the purpose and intent of the Ontario Building Code, including interpretation, compliance methods, and current updates
  • The candidates should be able to liaise with plans examiners to resolve design and construction issues related to the Ontario Building Code
  • The candidates should be able to respond to Occurrence Reports generated by public inquiry or initiated by Police and/or Fire Services reports, By-law Enforcement, or internally
  • The candidates should be able to investigate fire damage and building impact/failure accidents to determine the requirement for a building permit or unsafe condition and available to represent the building division on after-hours callouts
  • The candidates should be able to provide comments and input into the development of technical policies and procedures as required
  • The candidates should be able to maintain current knowledge of the Ontario Building Code and all standards referenced therein and successfully complete qualification examinations and registration as required by the Province
