Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have educational qualifications such as a Secondary (high) school graduation certificate or Intermediate or a Bachelor’s or Master’s degree or equivalent experience
Experience: Candidates should have extensive experience in qualitative/quantitative research, policy development, analysis, interpretation of data, and awareness of relevant legislation

Physical Requirements:

  • The candidates should have the ability to work overtime as required and complete assignments in a timely manner
  • The candidates should exhibit excellent problem-solving and team-building skills to minimize disputes

Other Requirements:

  • The candidates should possess extensive experience in leading and delivering complex projects related to planning, policy, and research studies in sectors, including technology and data
  • The candidates should have experience in the evaluation of long-term implications of potential policy options and in the preparation and drafting of reports, summaries, and presentations
  • The candidates should demonstrate excellent interpersonal and communication skills, exceptionally strong and well-developed writing skills and possess strong organizational and time management skills
  • The candidates should have sound decision-making skills to appropriately recommend to management options and next steps in various program or project policy and research needs
  • The candidates should demonstrate excellent relationship management, conflict resolution, and consulting skills paired with a customer service focus

Responsibilities:

  • The candidates should be able to implement detailed plans and recommend policies/procedures regarding program-specific requirements
  • The candidates should be able to manage the design, development, implementation, monitoring, and evaluation of corporate-wide policy, standards, and guidelines related to open data, data governance, and other technology-related matters
  • The candidates should be able to ensure compliance or alignment with applicable legislation such as privacy laws and with general information and technology “best practices,” industry trends, and strategies in knowledge and information management through appropriate research, analysis, and development of policies, standards, and procedures
  • The candidates should be able to manage the day-to-day operation of all assigned staff on a project basis and able to supervise, motivate, and train assigned staff, ensuring effective teamwork, high standards of work quality, organizational performance, continuous learning, and encouraging innovation in others
  • The candidates should be able to provide input into and administer assigned budgets, ensuring that expenditures are controlled and maintained within approved budget limitations
  • The candidates should be able to conduct best practice research on topical information and technology trends and able to provide professional consulting and advisory services to the City’s business divisions and other Technology workgroups, as well as high-risk, high-visibility e-City projects
  • The candidates should be able to provide advice on complex and possibly controversial positions to senior management and Council through the development of papers, briefing notes, and staff reports
  • The candidates should be able to facilitate and negotiate agreements between and among various parties and stakeholders to achieve common goals for the delivery of service, policy, or processes across the organization
  • The candidates should be able to manage the relationship with internal and external stakeholders to benchmark the City’s technology and data policies and practices against external organizations and achieve internal consensus where needed
