Requirements:

Education: Candidates should have Post-secondary education in a professional discipline pertinent to the job function, including areas such as planning, engineering, business, finance, economics, and accounting
Experience: Candidates should have relevant project management experience

Other Requirements:

  • The candidates should possess extensive experience delivering complex projects with minimal direction, while balancing political, community, and other stakeholder interests
  • The candidates should demonstrate extensive experience in assignments demanding a high level of critical judgment, analytical thinking, research methodologies, and long-range broad-based policy formulation
  • The candidates should exhibit proficiency in conflict resolution in complex, multi-stakeholder situations and have highly developed interpersonal skills, with the ability to interact with diverse interest groups; excellent listening skills and a strong commitment to city-building
  • The candidates should demonstrate the ability to lead change and be flexible, responsive, critical, and innovative and should possess knowledge of research methodologies and long-range policy formulation
  • The candidates should have the ability to lead issues related to brownfield management and redevelopment, as well as environmental assessment processes. Advanced knowledge of the Planning Act, the City’s Official Plan, the Environmental Assessment Process, the Development Review Process, Provincial Policies, and Legislation related to land use planning, transportation planning, as well as current regulations and evolving trends in the City
  • The candidates should exhibit conflict management skills to resolve issues in complex and multi-stakeholder situations. Highly developed presentation, communication, and interpersonal skills, to effectively communicate and interact with all levels of the organization, elected officials, the media, and the public are necessary
  • The candidates should have superior political acuity, consulting, and negotiating skills to deal with the community, developers, other City divisions, and public and private agencies and should possess excellent organizational skills to prioritize and complete multiple project assignments
  • The candidates should demonstrate accountability, innovation, adaptability, and change management skills and should be proficient in a variety of computer software (Word, Excel, PowerPoint, and web-based applications)
  • The candidates should have Knowledge of other software packages (Synchro, Sim Traffic, Aimsun Next, Emme, and GIS applications) relevant to supporting the Division’s core requirements would be an asset. Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA), the Occupational Health and Safety Act (OHSA)

Responsibilities:

  • The candidates should be able to develop and implement detailed plans and programs and recommend policies and solutions related to transportation/transit planning matters to serve the Division’s strategic policy and technical analysis needs
  • The candidates should be able to manage assigned projects and related staff teams, ensuring effective cross-divisional teamwork and communication, high standards of work quality and organizational performance, continuous learning, and innovation
  • The candidates should be able to assist the Director in ensuring effective teamwork, high standards of organizational performance, continuous learning, and innovation and able to represent and support the Director at internal and intergovernmental, senior staff, and steering committee meetings
  • The candidates should be able to develop, recommend, and administer any related budgets for the project, including overseeing consultant procurement requirements and ensuring expenditure control
  • The candidates should be able to coordinate issues management, communications, and public consultation processes in accordance with established communications and reporting protocols and able to prepare necessary Committee and Council reports, briefing notes, and technical reports
  • The candidates should be able to conduct research into assigned areas, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation, and initiatives by other levels of government
  • The candidates should be able to negotiate innovative solutions to complex transportation planning challenges involving multiple stakeholders, including City Divisions, TTC, Metrolinx, community associations, industry stakeholders, etc., to achieve the City’s planning and development objectives
  • The candidates should be able to deal with confidential and sensitive information affecting confidential labour relations matters, including divisional operations, staffing and budget-related implications, assets, and resources
  • The candidates should be able to make recommendations to senior management regarding service efficiencies, resource optimization, and business process simplifications/reviews that could result in changes in staffing levels and resource allocation
  • The candidates should be able to represent City Planning Division at meetings with Community Councils, Council Committees, elected officials, and divisional staff, divisions, agencies, community and special interest groups, citizens, and consultants
