Manitoba Government’s Department of Housing, Addictions, and Homelessness based in Winnipeg, MB is inviting applications from suitable candidates for the position of Budget coordinator. Manitoba Government’s Department of Housing, Addictions, and Homelessness addresses housing needs and addiction-related issues within the province. It develops and implements strategies to provide affordable housing and support services for vulnerable populations. Through partnerships and community outreach, it works to reduce homelessness and substance abuse. The candidates selected for the vacancy will be required to start the work as soon as possible.

Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have accounting education and experience equivalent to level 2 of a recognized accounting program (CPA, CA, CGA), or equivalent combination of education and financial accounting experience
Experience: Candidates should have experience planning, coordinating, balancing, and maintaining yearly department/organization estimates/budgets

Other Requirements:

  • The candidates should provide and maintain a satisfactory Criminal Record Check
  • The candidates should demonstrate the ability to maintain confidentiality and use discretion, diplomacy, and tact when working with sensitive financial information
  • The candidates should possess excellent organizational and time management skills to handle a high volume of work with changing priorities and conflicting deadlines
  • The candidates should have experience reporting monthly, quarterly, and yearly cash flows and demonstrate experience in analyzing, verifying, and inputting financial information with a strong attention to detail and a high degree of accuracy
  • The candidates should have strong written communication skills to write documents and provide information in a clear and concise manner and should be proficient in Excel and have experience with MS Office Suite Applications (Word, Outlook, and MS Teams)
  • The candidates should have strong verbal communication skills to relay information clearly, concisely, and professionally and possess strong interpersonal skills to build and maintain professional relationships with a variety of stakeholders
  • The candidates should have advanced technological skills to perform financial and administrative processes in accounting software applications such as SAP, MIS, and Public Budget Formulation (PBF)

Responsibilities:

  • The candidates should be able to provide full administrative support to the Financial Services Unit, the Financial Commissioning Branch, the Comptroller, and the Assistant Deputy Minister/Executive Financial Officer
  • The candidates should be able to prepare and publish the Ministers’ Estimate Committee of Supply Binders, Preliminary and Final Estimates, and provide key financial information for the Supplement to Estimates of Expenditure
  • The candidates should be able to handle Estimates, including the Preliminary Estimates, draft print, and estimate proofs
  • The candidates should be able to manage monthly, quarterly, and yearly cash flow reporting
  • The candidates should be able to provide monthly reporting for Out of Province Travel, Ministers Expenses, and Workers Compensation (WCB)
