Other Requirements:

  • The candidates should have extensive experience in developing and overseeing large-scale, complex organizational programs and projects, including emergency management and public safety programs, and major project/event planning in a large-scale public or private sector organization
  • The candidates should possess considerable experience in emergency management, including incident management systems, operational responses, plan development, hazard identification, and risk assessment and have considerable supervisory experience managing, leading, and coaching a team of professionals while supporting divisional objectives
  • The candidates should demonstrate considerable experience with all stages of complex project management, including contract negotiations and managing contracts from inception to closure, including RFP and Sole Source, reporting, and managing resources (budget and staffing)

Responsibilities:

  • The candidates should be able to implement the divisional strategic plan, performing qualitative and quantitative analysis, developing performance measures, contributing to the division’s annual budget, and supporting data-driven decision-making
  • The candidates should be able to conduct research into assigned areas, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation, and initiatives by other levels of government
  • The candidates should be able to provide input into and administer assigned budgets, ensuring that expenditures are controlled and maintained within approved budget limitations and able to provide strategic and expert financial planning, management, and control services, including business/service analysis and the evaluation of service plans, capital and budget estimates, and submissions
  • The candidates should be able to conduct specialized research, considering development within the field, corporate policies and practices, applicable program standards, statutes, City Council directives, municipal by-laws, and other government legislation and initiatives and able to monitor and evaluate in-year expenditure and performance, reporting on causes for variances and recommending mitigating strategies
