Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Four (4) year University Degree in Information Technology, Computer Science, Computer Information Systems, Computer Engineering, or related field Image
Experience: Candidates should have eight (8) to ten (10) years of experience as a Senior Manager IT and/or Director IT or equivalent

Other Requirements:

  • The candidates should have experience and formal training combined may substitute for stipulated education requirements
  • The candidates should be responsible for managing all information, technology, and automated business systems for a large user organization with a complex IT infrastructure
  • The candidates should have experience leading transformational change, preferably in a police service or municipality
  • The candidates should have experience providing ITS services and leadership to a medium-sized organization of 2,000 or more employees
  • The candidates should have a track record of leading ITS services teams comprised of ITS professionals, managers, and directors
  • The candidates should excel in building and growing a high-performance work environment
  • The candidates should have a proven ability to establish a continuous improvement/innovation program within an IM/IT organization
  • The candidates should have expertise in managing the development of enterprise-wide IT architectures
  • The candidates should be proficient in the System Development Life Cycle (SDLC), including developing, implementing, and leading SDLC processes
  • The candidates should have experience managing system maintenance and technical infrastructure groups
  • The candidates should be skilled in long-range strategic planning for an IM/IT portfolio
  • The candidates should have a successful track record in strategic program development and implementation
  • The candidates should be adept at IM/IT policy and process development
  • The candidates should be experienced in developing business plans, project proposals, and budgets with respect to IM/IT
  • The candidates should have experience in preparing professional reports for presentation to senior management/Board of Directors

Responsibilities:

  • The candidates should be able to provide advice to Executive Command and the Ottawa Police Services Board (OPSB) on Business Information Systems (ITS) and Information & Records Management issues as the most senior information technology expert in the Service
  • The candidates should be able to provide input and advice to colleagues on a large range of organizational and operational issues
  • The candidates should be able to play a leadership role in important organizational-wide strategic plans, such as leading the modernization of all aspects of IM/IT applications and infrastructure
  • The candidates should be able to implement the “blueprint” for overall IT modernization, enabling the OPS to emerge as a leader in technology related to the delivery of policing
  • The candidates should be able to lead the implementation and execution of the Service’s ITS strategy and “blueprint,” ensuring its integration with the Service’s strategic planning process and resulting business/operational strategy and plans
  • The candidates should be able to lead continuous business improvement and business transformation activities within their own business units and contribute to organization-wide initiatives in these areas
  • The candidates should be able to develop strong stakeholder relationships, negotiate contracts and other matters, and resolve issues arising out of the Business Information Systems (ITS) and Information & Records Management mandate
  • The candidates should be responsible for the overall direction and management of multiple diverse and key sections within ITS and Records & Information Management
  • The candidates should be able to ensure the cost-effective delivery of IT services to meet needs and respond with agility to changing Service priorities
  • The candidates should be able to provide advice to Executive Command and the Board on Business Information Systems (ITS) and Information & Records Management issues
  • The candidates should be able to take the lead role in the development and implementation of strategies, plans, policies, and procedures for this aspect of the Service
  • The candidates should be able to develop and implement policies and plans, along with all related procedures and processes for the Service for this mandate
  • The candidates should be able to analyze issues and prepare reports on a range of Business Information Systems (ITS) and Information & Records Management issues
  • The candidates should be able to brief the CAO and other executives
  • The candidates should be able to present reports to Executive Command and the Board and other management groups within the Service
  • The candidates should be able to regularly attend Committee meetings
  • The candidates should be able to actively participate in the activities of the Committee
  • The candidates should be able to work with colleagues to achieve desired outcomes
  • The candidates should be able to highlight Business Information Systems (ITS) and Information & Records Management implications of the matters under discussion and recommend solutions
  • The candidates should be able to deliver IM / IT results in support of the Corporate Vision, Mission, and Values.
  • The candidates should be able to lead the implementation of the IM/IT strategic plan in alignment and support of the OPS Strategic Plan and Priorities.
  • The candidates should be able to ensure the strategic direction, priorities, and programs of the IM /IT and records management program align with organizational objectives
  • The candidates should be able to plan and control all delivery and implementation activities by securing adequate resources, managing assigned financial resources, ensuring the effective and efficient use of staff, and evaluating IM / IT and records management systems.
  • The candidates should be able to foster a positive relationship with the City of Ottawa and other levels of government.
  • The candidates should be able to demonstrate political acuity when dealing with the OPSB, City Council, and other political officials.
  • The candidates should be able to support the development of organization-wide projects such as the Business Plan, the SAP Modernization Plan, the Facility Strategic Plan (FSP), etc.
  • The candidate should be able to be responsible for the overall direction and management of the Directorate and its functions, including Service Centre and Telecom; Records and Information Management; Portfolio Management Office; Data Analytics; Infrastructure Support; and Business Solutions Support
  • The candidate should be able to maintain currency on new technologies and platforms and provide direction on what emerging technologies should be assimilated, integrated, and introduced within the enterprise to ensure IT capabilities respond to the needs of the Service’s digital/operational business strategy
  • The candidate should be able to develop and implement a dashboard for executive reporting on the programs and activities under their leadership
  • The candidate should be able to coordinate the preparation of quarterly and annual reports to the Board in accordance with the Chief’s Reporting Requirements
  • The candidate should be able to meet regularly with the CAO, Directors, Superintendent, Deputies, and the Chief to brief them on monthly and quarterly ITS activities, initiatives, and project development
  • The candidate should be able to direct and coach staff by monitoring, evaluating, and providing feedback (both verbally and in the Tracking Log) on performance; promote the personal and professional development of staff; complete the annual Performance Reviews for staff; strive always to ensure a respectful workplace
  • The candidate should be able to ensure a succession plan is developed for all key and critical roles within the ITS Directorate
  • The candidate should be able to meet on a regular basis with section managers and their staff to develop annual work-plans, service standards, and performance measures for each section
  • The candidate should be able to monitor and review the human and financial resource needs of each section and re-allocate and adjust as needed
  • The candidate should be able to provide direction to section managers to support the development of annual section budgets
  • The candidate should be able to ensure that section staff are aware of General Orders and have familiarity with and are adhering to OPS policies, procedures, adequacy standards, and the operational protocols of the section
  • The candidate should be able to be accountable for the administration, monitoring, and reporting of financial resources, including overtime, as per the Overtime Management Policy and the Financial Accountability Procedures (FAP) Manual
  • The candidate should be able to develop a Relationship Management function so that ITS has a clear understanding of Clients’ current and emerging needs, and that Clients have a clear understanding of ITS services and their value
  • The candidate should be able to leverage industry standards such as ISO, ITIL, PMI, or equivalent to promote an environment of continuous and repeatable improvement
  • The candidate should be able to meet with users and external agencies as issues or complaints arise
  • The candidate should be able to identify and implement solutions to issues and challenges; monitor the solutions, adjusting as necessary
  • The candidate should be able to respond to requests for information
