Requirements:

Education: Candidates should have completed a three year Community College Diploma in Chemical or Environmental Technology
Experience: Candidates should have a minimum of three years of experience in municipal or industrial wastewater operations or regulatory compliance
Physical Requirements:
- The candidates should have the ability to understand technical drawings and maps, read and interpret laboratory test results
Other Requirements:
- The candidates should have successfully or a University degree in Science, Engineering, or Environmental Studies, and possess full membership in the Ontario Association of Certified Engineering Technicians and Technologists as a Certified Engineering Technologist (CET) or an equivalent combination of education and experience and supervisory and leadership skills
- The candidates should have knowledge of municipal by-laws, Provincial and Federal regulations related to the environment
- The candidates should have knowledge of laboratory analytical procedures and QA/QC programs and experience with by-law enforcement, spill response, and public education outreach
- The candidates should have knowledge and experience in industrial and manufacturing processes and experience with a computerized work order system
- The candidates should possess a minimum of five (5) years of proven, progressive, and increasingly more responsible relevant work experience with at least three (3) years of supervisory experience of both union and non-union staff, preferably in a municipal environment
- The candidates should have proven leadership skills demonstrated through coaching, mentoring, and being a positive role model and strong report writing and project management skills, with the ability to achieve program objectives successfully while meeting tight deadlines
- The candidates should have excellent interpersonal skills, coupled with highly developed communication skills (oral and written), and the ability to effectively communicate with staff at all levels of the organization and the public, including highly effective negotiation, facilitation, and conflict resolution skills
- The candidates should be able to manage multiple and changing demands and priorities and proficient computer skills, including good working knowledge and application of word processing, database, spreadsheet, PowerPoint presentation, and e-mail software applications, as well as electronic purchasing systems
- The candidates should have a valid Class G driver’s licence is required throughout the course of employment and IMS 200 Certification or equivalent (ICS200) is considered an asset, and certification must be achieved within the first year of employment, subject to course availability
Responsibilities:
- The candidates should be able to coordinate day-to-day operations of the Wastewater Compliance division and direct and coordinate work scheduling for Compliance Inspectors and Technicians to ensure efficient operations and enforce the City’s sewer use by-law to protect wastewater and stormwater infrastructure, minimizing impacts on daily operations
- The candidates should be able to administer Compliance Agreements, Discharge Permits, and rebate programs as part of their duties and take a lead role in the development and maintenance of a Wastewater Quality Management System (WWQMS)
- The candidates should be able to develop and implement Standard Operating Procedures (SOPs) related to by-law enforcement, sanitary and storm sampling, laboratory work, and health and safety and take a lead role in implementing new software, such as work order management (AIM project) and customer relations management (CRM), in the Wastewater Operations division to improve program monitoring and performance
- The candidates should be able to ensure compliance with provincial and federal regulatory requirements, as well as the City’s by-laws, policies, and procedures and maintain effective relations with the Ministry of Environment, Conservation and Parks (MECP), City Departments, local industries, businesses, and the public
- The candidates should be able to coordinate training and licensing programs, including identifying training plans, managing training records, tracking licensing requirements, and delivering staff training and coordinate and participate in emergency response efforts with other City departments and the Spills Action Center during spills, fires, and environmental pollution complaints, ensuring spill notification requirements are followed
- The candidates should be able to provide input in preparing and managing operating and capital budgets, and monitor expenditures and revenues throughout the year and coordinate closely with other City staff, including Wastewater Treatment, and Wastewater and Stormwater Collections to safeguard the performance of the Wastewater Treatment Plant and Pumping Stations
- The candidates should be able to evaluate and recommend new products, such as laboratory and field equipment, to improve efficiency and effectiveness and provide input on collective agreement and labor relations issues and maintain a professional work environment and provide positive leadership by fostering long-term growth and development of staff, coaching to maximize their abilities, and providing feedback and support to ensure sustained performance
- The candidates should be able to develop amendments to the sewer use by-law and new bylaws to reflect changes in provincial and federal initiatives, as well as municipal concerns regarding pollutant discharge into sewers and watercourses and coordinate and supervise inspection and monitoring of industrial and commercial facilities to control the discharge of pollutants into sanitary and storm sewer systems
- The candidates should be able to coordinate storm sewer, watercourse, and groundwater sampling and testing to monitor and manage environmental impacts and coordinate Compliance laboratory activities, including establishing analytical procedures, quality assurance, quality control protocols, CALA certification, and the approval of equipment and supply purchases
- The candidates should be able to assist WWTP operations staff with sampling, testing, and ensuring compliance with regulatory requirements, including monitoring influent and effluent quality and create and implement a communications program to encourage environmental stewardship among City personnel, residents, and businesses and prepare special reports on sewer use and environmental matters as
