City of Winnipeg’s Office of the CAO provides strategic leadership and administrative support. It coordinates city operations, budget planning, and policy development. As a central hub for decision-making, it ensures alignment with the city’s goals and objectives. By fostering collaboration and efficiency, the office enhances governance effectiveness and serves as a key advisor to city leadership. Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have a post-secondary degree in security management, emergency management or related discipline or an equivalent combination of education and experience
Experience: Candidates should have Six (6) years’ experience in building, public and/or personal security

Physical Requirements:

  • The candidates must possess or have the ability to obtain a Certified Protection Professional (CPP) or Physical Security Professional (PSP) designation within the first six (6) months of employment
  • The candidates must pass and maintain Level 3 Security Clearance from the Winnipeg Police Service

Other Requirements:

  • The candidates should have experience applying security, emergency management, or emergency preparedness principles, including knowledge of Provincial and Federal emergency preparedness programs, agencies, and governing legislation
  • The candidates should have experience in policy standard and process development and review, including the evaluation and maintenance of content and possess experience in security programming and implementation, including risk reduction measures
  • The candidates should have the ability to develop, review, prepare, and deliver training material and programs and demonstrate the ability to provide sound decisions and recommendations related to security requirements
  • The candidates should have strong political acumen with knowledge of the public sector, including city elected officials, with sensitivity to the administration of political and policy processes and have strong verbal communication skills, including the ability to effectively communicate security requirements to all levels of the organization
  • The candidates should possess strong interpersonal skills with the ability to build relationships and trust with internal and external stakeholders, as well as elected officials and members of the public and have strong written communication skills with the ability to prepare documents and reports for senior-level management
  • The candidates should demonstrate excellent organizational skills for managing competing and rapidly changing priorities in a high-stress environment
  • The candidates should have proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Outlook and should have knowledge of the occupational hazards and the safety precautions and regulations that are applicable to the position’s area of work
  • The candidates should possess knowledge of physical security technology and applications
  • The candidates must possess and maintain a valid Manitoba Class 5 Driver’s License

Responsibilities:

  • The candidates should be able to review and provide advice to other divisions within the City of Winnipeg regarding security management planning and implementation of security measures, including Emergency Response Plans (ERPs)
  • The candidates should be able to provide expertise concerning security activities to other staff and conduct audits as necessary to ensure appropriate measures are carried out to secure departmental infrastructure and staff
  • The candidates should be able to ensure ERPs are developed to comply with legislative and regulatory requirements and meet departmental needs to mitigate emergencies
  • The candidates should be able to provide assistance and training to other departments as necessary and maintain liaison with law enforcement, intelligence, and first responder organizations to meet the perceived needs of Winnipeg’s departments and share information
  • The candidates should be able to develop and propose plans, policies, and procedures for implementing security management provisions for the City of Winnipeg
  • The candidates should be able to review and assess security management programs and lead the administration of security service contracts
  • The candidates should be able to provide expertise on security management to the City of Winnipeg and conduct or arrange training on security for the city
  • The candidates should be able to engage with all stakeholders to identify security-related issues and concerns and determine appropriate courses of action
