Requirements:
Languages: Candidates must have knowledge of the English Language
Education: Candidates should have degree in Arts Administration, Public Administration, Business Administration, Social Sciences, Social Work, Community Development or related field
Experience: Candidates should have six years’ progressively responsible experience working in the field of community development/social programs/arts administration and policy, preferably in or with government
Other Requirements:
- The candidates should have a minimum of two years of supervisory experience and have considerable knowledge of the theory, philosophy, processes, practices, standards, and trends of culture and inclusion, social and community development activities, and organizational and volunteer development, and their application to personal and community development
- The candidates should provide a current driver’s abstract from SGI, demonstrating a safe driving record and must possess a valid Saskatchewan Class 5 Driver’s License and have a vehicle suitable and available for use in the performance of the assigned duties
- The candidates should possess knowledge of public participation processes, the role of the municipality in public consultation, group facilitation, team-building, and group dynamics and demonstrate the ability to supervise staff, including motivating, team-building, and leading by example
- The candidates should demonstrate leadership abilities to motivate and mobilize people and teams to work toward a shared purpose in the best interests of the organization and its stakeholders and demonstrate the ability to initiate, develop, and implement strategic programs and services in an open, transparent, and accountable manner with elected officials and the public
- The candidates should demonstrate the ability to think conceptually and strategically and demonstrate the ability to communicate effectively, orally and in writing, including presentations, public meetings, and media interviews dealing with politically sensitive issues
- The candidates should demonstrate the ability to establish and maintain effective working relationships, to negotiate mutually beneficial agreements and partnerships, and to manage change and possess management skills in community needs assessment and program development
- The candidates should have skill in the operation of office equipment, including a computer with word-processing and database software
Responsibilities:
- The candidates should be able to plan, organize, direct, and supervise staff assigned to the Culture and Inclusion team within the Community Development Section of the Recreation and Community Development Department
- The candidates should be able to direct the development of strategies and action plans, including funding programs, for the City’s involvement in the development of self-sufficient, community-based organizations using a community development approach
- The candidates should be able to facilitate public participation processes to identify opportunities for community and cultural development in target segments of the community and develop initiatives to address these opportunities
- The candidates should be able to interpret complex information and develop recommendations that will have significant benefits for, and impact on, the community or levels of service provided and able to assist with the development of the City’s role in business plans that promote a strong arts, culture, and social infrastructure
- The candidates should be able to develop strategies to build partnerships within the community to increase involvement of target populations in recreation, sport, arts and culture, and community development activities
- The candidates should be able to manage assigned staff, including selection and performance evaluation and management and able to coordinate the preparation and monitoring of the budget for the specified section, including annual reporting of section activities and evaluation
- The candidates should be able to represent the Corporation on inter-sectoral planning bodies and working groups related to arts, culture, equity, diversity, and inclusion issues, and coordinate the development of partnerships and interrelationships with community organizations, federal and provincial government departments, City Council and its committees, and community organizations and institutions
- The candidates should be able to provide support to assigned committees by attending meetings, preparing reports, and coordinating projects and able to prepare written and oral reports in response to inquiries from City Council, Committees of Council, senior administration, and the public
- The candidates should be able to plan, conduct, and report research pertaining to cultural, equity, and inclusion issues, including reviewing existing literature, programs, policies, and legislation
- The candidates should be able to provide policy interpretation and analysis to support senior staff, City Council, and departments in the development of policies, bylaws, strategies, and guidelines related to social issues
