Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Diploma in Emergency Management and/or Occupational Health and Safety
Experience: Candidates should have a minimum of three years related experience leading an operations team in Emergency Management and/or Occupational Health and Safety

Physical Requirements:

  • The candidates should be capable of compiling, drafting, and maintaining correspondence, spreadsheets, reports, presentations, and minutes
  • The candidates should exhibit the ability to work well under pressure, handle multiple tasks and changing priorities with tight time frames
  • The candidates should be adept at working collaboratively within a team environment

Other Requirements:

  • The candidates should have an equivalent combination of education, training, and experience and possess or be working towards a Professional Designation such as AEM, CEM, CRSP, ROH, or CIH
  • The candidates should hold a valid BC Driver’s License
  • The candidates should have experience working in the public sector operations or a unionized environment
  • The candidates should demonstrate considerable regulatory knowledge and practical application of emergency and/or occupational health and safety policies and programs in an operations environment
  • The candidates should have knowledge of coaching, mentoring, and performance management and possess strong management and facilitation skills
  • The candidates should have strong interpersonal and communication skills, including technical writing, facilitating meetings, giving presentations, and the ability to influence and promote teamwork
  • The candidates should have strong computer skills in Microsoft Office applications such as Outlook, Word, Excel, and PowerPoint
  • The candidates should demonstrate the ability to manage change and assist people with adapting to change at all levels of the Branch

Responsibilities:

  • The candidates should be able to be responsible for the emergency planning activities within Engineering Services, including hazard, risk & vulnerability assessments, Emergency Plan development, and supporting the department’s Business Continuity initiatives
  • The candidates should be able to lead a number of strategic emergency planning processes and collaborate with senior managers and other staff to develop response and recovery plans for Engineering, including crisis communications
  • The candidates should be able to be responsible for completing special projects, conducting training, supporting exercises, and engaging stakeholders
  • The candidates should be able to be responsible for the management of any staff or contractors hired to assist in special projects, ensuring that the project tasks are within budget and accurately monitored
  • The candidates should be able to report to the Senior Project Manager within the Operations Services Branch (OSB) of Engineering Services and engage in Business Continuity Planning with Engineering Branches to identify critical services, staff, and resources within the Department
  • The candidates should be able to work with the Manager of Business Continuity to design a collaborative process to establish and monitor recovery and risk reduction targets and guidelines for Engineering-owned critical infrastructure and services
  • The candidates should be able to scope and manage complex project plans and budgets, including the management of consultants and staff teams and plan out and track project deliverables, clearly identifying project scope, work breakdown structure, budget, and schedule
  • The candidates should be able to develop requisite monitoring plans/programs and organize and lead meetings with the project team, stakeholders, and vendors as needed and manage actions arising from them
  • The candidates should be able to identify and monitor risks and take corrective action and draft recommendations, reports, and presentations for staff and stakeholders
  • The candidates should be able to participate in confidential planning that may have City-wide operational and financial implications and design and facilitate workshops with internal and external stakeholders, subject matter experts, and senior leadership, synthesize input, and develop reports
  • The candidates should be able to coordinate with external CI owners and operators on regional initiatives and coordinate with and support directors and staff to implement and monitor new policy and processes
  • The candidates should be able to perform other duties/responsibilities as assigned
