Physical Requirements:

  • The candidates should handle child removal, which involves lifting and carrying children and their possessions during placements and apprehensions. This occurs frequently, taking approximately 30 minutes and up to 50 lbs. per child
  • The candidates should manage high-stress situations during apprehensions, with the potential for physical confrontation with high-risk clients who may be intoxicated or under the influence of substances. This occurs up to 5 times per month with a high degree of intensity prepared to receive calls after hours, on weekends, and statutory holidays, responding immediately to situations. This disrupts normal sleep patterns, causes fatigue, impacts work-life balance, and may contribute to negative health outcomes
  • The candidates should handle prolonged use of telephones and computers during normal working hours, which amounts to upwards of 7.5 hours per day due to heavy administrative duties and work in a busy office environment with exposure to communicable diseases, with increased exposure during direct case management, including home visits and client meetings
  • The candidates should reside in a northern community and be prepared to travel by small aircraft or winter roads to other communities, with the risk of being ‘weathered in’ and dealing with limited amenities and provide focused listening and observation during interviews, meetings, court proceedings, and interactions with clients, including children, youth, and adults. The intensity is high due to the emotional nature of these situations, which can lead to misunderstandings and significant risks
  • The candidates should make critical decisions impacting the lives of children, youth, and families during times of intense stress. These situations are often unpredictable, with parties potentially being agitated or under the influence of substances, creating hostile environments and significant safety risks on a weekly basis and cope with daily exposure to trauma and vicarious trauma from clients sharing their experiences of abuse, residential schools, and the child welfare system. This requires working towards reconciliation in a culturally safe and anti-racist manner, potentially leading to inner conflict and guilt
  • The candidates should work with high-risk clients, including those who have committed violent acts or struggle with serious mental health issues and prepared for threats made by parents or family members, both during work hours and off hours, including in-person threats and manage unscheduled after-hour call-backs, which can disrupt sleep and work-life balance, leading to potential health-related issues

Other Requirements:

  • The candidate should have knowledge of the community and region and implement social work theories, practices, and procedures effectively
  • The candidate should possess knowledge of child development and family dynamics and familiar with anti-racist and cultural safety frameworks and practices
  • The candidate should be knowledgeable about Social Work standards of practice, ethics, and policies
  • The candidate should understand applicable legislations that guide practice, such as the NWT Child and Family Services Act
  • The candidate should have knowledge of colonization, Canada’s assimilation policies, residential school impacts, and the child welfare legacy in Canada, particularly concerning Indigenous populations
  • The candidate should have knowledge of child development, family dynamics, risk assessments, resiliency, and the impact of trauma, including child protection theories and models of practice
  • The candidate should have strong written and verbal communication skills, possess computer skills and interpersonal and conflict resolution skills
  • The candidate should have counseling skills, case management skills, mediation skills and investigation skills

Responsibilities:

  • The candidates should be able to partner with appropriate community agencies and find resources to develop ways to meet identified and participate in the evaluation of identified resources and programs on an ongoing basis
  • The candidates should be able to conduct program and service evaluations with partner groups and facilitate workshops and groups and participate in, and facilitate community meetings that deal with social issues in the community
  • The candidates should be able to develop and provide a wide range of prevention services in accordance with applicable legislation and the policies and standards of the NTHSSA and the Department of Health and Social Services and provide intake services
  • The candidates should be able to investigate reports including completing safety, risk, and strengths and needs assessments, and conducting interviews (forensic in cases of alleged abuse) with all appropriate parties to determine if a child needs protection
  • The candidates should be able to collaborate with children, youth, young adults, families, and, as applicable, Indigenous organizations to develop goals for all types of case plans and implement Plan of Care Agreements and Case Plans, including reviews and ongoing evaluations of progress with the children, youth, and family
  • The candidates should be able to coordinate Plan of Care Committees as applicable and coordinate court activities, including preparation and drafting, filing and serving of documents, presenting child protection cases in court, and consulting with and instructing legal counsel acting on the Director’s behalf
  • The candidates should be able to complete and assess foster home applications, including home studies, annual reviews, quality of care reviews, and investigations
