Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Master’s Degree in a professional discipline such as public health, nursing, social work, social policy, social service, public administration, or discipline relevant to the job profile
Experience: Candidates should have extensive experience in developing, implementing, and evaluating health related programs

Other Requirements:

  • The candidates should have significant experience within a community-based substance use, mental health, harm reduction, and treatment program, in a community agency, community health center, or hospital setting
  • The candidates should possess extensive experience managing/supervising staff in a health-related field
  • The candidates should demonstrate the ability to successfully initiate and manage change
  • The candidates should have demonstrated strong project management skills and should be able to prepare reports, articles, and deliver effective presentations
  • The candidates should have excellent interpersonal skills and excellent oral and written communication skills
  • The candidates should demonstrate the ability to work in multidisciplinary public health teams
  • The candidates should have Exposure to collective agreements and relevant legislation including PHIPA, FIPPA, MFIPPA, Employment Standards Act, and Occupational Health & Safety Act

Responsibilities:

  • The candidates should be able to manage The Works and related off-site associated harm reduction and substance use treatment service locations and able to provide managerial oversight to a team of on-site supervisors and oversee the day-to-day operations of the clinical services provided
  • The candidates should be able to ensure the provision of nursing and case management services for a variety of substance use-related issues and able to develop and implement detailed work plans and recommend policies regarding program-specific requirements
  • The candidates should be able to supervise the day-to-day operation of all direct reports, including scheduling, assigning, and reviewing work and able to monitor and evaluate staff performance, approve salary increments, and recommend disciplinary action when necessary
  • The candidates should be able to develop, recommend, and administer a budget, ensuring expenditures are controlled and maintained within approved limitations and able to establish, organize, lead, coordinate, and maintain strong relationships, partnerships, and strategic alliances with a network of key community leaders
  • The candidates should be able to organize, lead, and coordinate a range of committees and workgroups, both internal and with community representation and able to implement and monitor various systems to track program deliverables and activities to enhance program and fiscal accountability
  • The candidates should be able to develop policies and procedures that ensure the programs and services implemented meet professional standards and protect the City from potential liability and negative public image
  • The candidates should be able to provide advice and direction to staff regarding various issues related to harm reduction, counseling, and needle exchange programs and able to develop and monitor service contracts with outside agencies, ensuring they meet the highest standards of health practice and corporate standards
  • The candidates should be able to participate in the design of research studies and provide advice for research done about injection drug use to other agencies and organizations
  • The candidates should be able to ensure the maintenance of staff/office compliance with all corporate policies and provincial legislation, including Personal Health Information Protection Act (PHIPA) and Workplace Safety and Insurance Act
  • The candidates should be able to support the writing and presenting of reports to stakeholders and identify plans for the professional development needs of direct report staff and able to manage evening and weekend staff and activities, including work at different and unfamiliar sites
