Requirements:
Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a bachelor’s degree in urban planning
Experience: Candidates should have a minimum of 8 years of progressive leadership experience
Physical Requirements:
- The candidates should have a highly developed understanding of municipal government and service delivery
- The candidates should be self-motivated, detail-oriented, and adaptable, with strong organizational skills and the ability to manage multiple tasks in a fast-paced team environment
Other Requirements:
- The candidates should have full membership in OPPI, with full membership in CIP and demonstrate knowledge and effective application of urban planning best practices
- The candidates should be proficient in Microsoft Office Suite and planning technology systems and platforms
- The candidates should have excellent written and verbal communication, problem-solving, time management, organizational, and research skills, combined with a creative and innovative approach to problem-solving
- The candidates should possess strong political acuity, sound judgment, and discretion when handling confidential information
Responsibilities:
- The candidates should be able to lead a team of professionals, including technical review staff, to efficiently coordinate and process a full range of development applications and ensure stakeholder and public input, conduct technical reviews, and analyze applications in accordance with legislative requirements while maintaining the town’s policies and standards
- The candidates should be able to provide leadership, supervision, and work prioritization to ensure effective service delivery, fiscal responsibility, and community needs are met and manage HR matters within a unionized environment, including staff recruitment, training, coaching, and performance evaluation
- The candidates should be able to oversee the processing of development applications, ensuring compliance with legislative requirements and alignment with town policies and standards and coordinate the preparation of reports on development applications and other planning matters
- The candidates should be able to represent the department at Council meetings, regional and agency meetings, committee meetings, and public meetings, responding to stakeholder and public comments and inquiries, attend Ontario Land Tribunal (OLT) hearings as an expert witness and mentor staff in preparation for OLT hearings
- The candidates should be able to coordinate the posting of development applications on the website and ensure regular updates, assist in the development and management of the annual departmental budget and establish the overall goals and objectives for the Planning District, develop the work program, and identify areas for improvement and change
- The candidates should be able to monitor the status of business plan objectives and budgets on an ongoing basis, manage the District’s earned revenue, including monthly, quarterly, and annual reports, oversee tracking of planning files in AMANDA, ensuring regular updates, improvements, and coordination with finance and strategic business support
- The candidates should be able to manage the administration of the district team, including overseeing administrative support staff and providing ongoing training and assess and recommend improvements to corporate development review policies and practices to ensure compliance with legislative requirements and Council direction
- The candidates should be able to administer short-term studies related to development processing issues to assist in processing development applications, respond to development inquiries from the public, landowners, consultants, the development industry, other agencies, and Council, liaise with other municipalities and departments on planning-related matters and provide planning and research input
- The candidates should be able to develop, track, and prepare annual reports on key performance indicators to support operational objectives, and document key processes, monitor service consistency, identify opportunities for improvement, implement changes, and oversee procedure manual production and perform other duties and special projects
