Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Post secondary education in Business Administration, Project Management and Risk Management
Experience: Candidates should have 5+ years of considerable experience with large and complex organizations

Physical Requirements:

  • The candidates should be able to supervise the day-to-day operation of all assigned staff, including scheduling, assigning, and reviewing work
  • The candidates should be able to provide high-quality customer service through improvement strategies, including communications, training, public education, technological improvement, best practices, and quality control programs
  • The candidates should be able to manage, motivate, and train the unit’s staff, ensuring effective teamwork, high standards of work quality, organizational performance, continuous learning, and encouraging innovation in others

Other Requirements:

  • The candidates should be able to maintain knowledge, research, and evaluation methodologies and apply them as required to the application and review of all aspects of policy
  • The candidates should have 5+ years of considerable experience managing strategic projects and initiatives, utilizing project management tools and methodologies to deliver on short and long-term initiatives
  • The candidates should possess considerable experience in conducting analysis, investigations, and making recommendations
  • The candidates should have considerable experience in implementing service models and organizational improvement initiatives, including designing, implementing, monitoring, and reporting on goals and performance metrics
  • The candidates should have experience in coaching, mentoring, motivating, and engaging assigned staff, with the ability to hold them accountable to meet performance outcomes
  • The candidates should have experience and expertise with change management and change management methodologies, with a specific emphasis on customer service improvement strategies
  • The candidates should demonstrate advanced interpersonal and verbal communication skills, with the ability to balance the interests of internal and external stakeholders, negotiate solutions, and build consensus
  • The candidates should possess advanced written communication skills, with experience creating briefing notes, reports, and presentations for senior management, Council, and/or committees
  • The candidates should be able to work closely with senior management to ensure Corporate Services effectively and efficiently manages business plan deliverables

Responsibilities:

  • The candidates should be able to develop and implement detailed plans and recommend policies regarding program-specific requirements also consult on large policy-related initiatives while representing the interests of Corporate Services also to develop and establish the strategic policy and implementation of key policies on behalf framework for Corporate Services and develop targets and criteria to measure the effectiveness and success of programs
  • The candidates should be able to develop, recommend, and administer the annual budget for the unit and ensure that the unit’s expenditures are controlled and maintained within approved budget limitations
  • The candidates should be able to manage determining project scope, action plans, identifying critical success factors, complex internal/external environmental scans and industry/business research to identify and address issues with customer experience implications for various City business units
  • The candidates should be able to manage the design and development of research proposals, methodologies, and objectives research various data sources in other organizations and jurisdictions prepare reports on research findings and policy recommendations resulting from these findings and validate findings/recommendations

  • The candidates should be able to formulate and present reports and recommendations to senior management and maintain close and effective working relationships with City divisions, management staff, directors, and other key stakeholders
  • The candidates should be able to manage project teams consisting of divisional staff, interdivisional staff, and potentially external consultants to ensure awareness and devise potential solutions for existing and evolving issues and concerns related to business plan delivery and/or other strategic initiatives
  • The candidates should be able to monitor, review, and evaluate policy implementation and its impact on service delivery leadership and direction to others to establish and enhance productive working relationships to authorize and control vacation and overtime requests, monitor and evaluate staff performance, approve salary increments, and recommend disciplinary action
  • The candidates should be able to provide and Corporate Services’ senior leadership team regarding policy initiatives that may impact strategies and operational delivery expert advice on policy initiatives, informing the development of policies from a foundation of research and good practice, operating within the boundaries of the law and statutory responsibilities
