Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have knowledge of inspection, surveying, design/drafting, construction specifications, and interpretation of contract drawings acquired through a 2-year college diploma in Civil Engineering
Experience: Candidates should have 5 years of related experience , or an equivalent combination of education and experience such as a 3-year college diploma in Civil Engineering plus 3 years of related experience

Other Requirements:

  • The candidates should have eligibility for membership in the Ontario Association of Certified Engineering Technicians and Technologists (OACETT), or an equivalent qualification
  • The candidates should possess knowledge of and the ability to comply with corporate policies, procedures, and related legislation and standards (e.g., health and safety)
  • The candidates should demonstrate communication and human relations skills to discuss project specifications with contractors using technical terminology, respond to public inquiries, resolve/facilitate resolution of issues from the public, property owners, and businesses, and participate as an effective team member
  • The candidates should have the ability to read and interpret contract drawings, manuals, and specifications, as well as the ability to take/maintain clear and detailed contract records and diaries of project work, including photos and redline drawings
  • The candidates should have computer skills with the ability to use software such as Microsoft Office
  • The candidates should have the ability to alter hours to accommodate project schedules, meetings, and emergencies; they may be requested to work weekends for the same
  • The candidates must have a valid Class “G” driver’s license (or G2 with 3 years of driving experience) and an acceptable driving record to operate a Regional vehicle. They should also have the ability to travel to locations within Waterloo Region
  • The candidates should have the ability to project and demonstrate the Region’s values

Responsibilities:

  • The candidates should be able to inspect and monitor Regional construction projects, ensuring adherence to plans, specifications, and standards
  • The candidates should be able to oversee that projects are completed within designated timelines and budget constraints
  • The candidates should be able to inspect and monitor all phases of construction projects, including on-site work conducted by contractors, utility companies, traffic staff, and local municipalities for Regional projects such as road, sewer, water main, and landfill contracts, under the direction of the project manager
  • The candidates should be able to attend meetings throughout various construction phases, including site meetings and pre-construction meetings, and provide input to the agenda as requested by the project manager
  • The candidates should be able to review project contract plans, specifications, and engineering designs to identify constructability issues related to site conditions and recommend design changes to the project manager if necessary
  • The candidates should be able to recommend and implement adjustments to designs in the field, such as alignments of underground pipes and grade adjustments, with approval from the project manager
  • The candidates should be able to verify construction materials and methods according to standards and specifications, recording any deviations from standards and informing the project manager accordingly
  • The candidates should be able to collaborate with contractors to address project work deficiencies and maintain detailed records while keeping the project manager informed
  • The candidates should be able to coordinate work activities with utility companies, local municipalities, and other divisions to facilitate project progress and exchange information as needed, while also providing scope of work to Survey Technicians
  • The candidates should be able to utilize conventional survey equipment and techniques and maintain leveling equipment as required for project tasks
  • The candidates should be able to maintain project records, including construction diary and photographs, and prepare ‘red line’ engineering plans for construction projects while updating the project manager accordingly
  • The candidates should be able to prepare monthly progress payments by measuring and recording quantities for pay items used in the contract, as well as review and verify contractor claims for extra work/payments for submission to the project manager
  • The candidates should be able to coordinate and schedule materials and compaction testing, notifying contractors and the project manager of any deficiencies identified
  • The candidates should be able to conduct final inspections and accept contract work in collaboration with the project manager and have the authority to issue “order to comply” or “stop work order” to contractors as necessary to ensure compliance with project and safety standards
  • The candidates should be able to respond to inquiries from the public, residents, and businesses regarding project construction timelines and inconveniences, mediate/resolve conflicts between contractors and stakeholders, negotiate access and restoration limits with property owners, and deliver notices to affected parties as needed
  • The candidates should be able to undertake engineering design assignments for contract tender documents and asset management programs, including quantity and cost estimates and reviews of contract plans, for review and approval by the project manager
  • The candidates should be able to perform any related duties as assigned in support of construction projects and project management requirements
