Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Bachelor Degree in a related field such as Commerce, Finance, Engineering, Architecture, Computer Science, or an acceptable equivalent combination of education, training, and experience
Experience: Candidates should have Five to eight (5-8) years of experience related to the duties listed above in Project Management, preferably in a Public Sector environment

Other Requirements:

  • The candidates should have post-secondary education in Project Management and should have attained a Project Management Professional (PMP) certification and should possess a Certificate in Quality Management
  • The candidates should have attained certification in Asset Management, with those who have not yet attained these certifications required to obtain them within a three-year timeframe
  • The candidates should have Change Management Training or PROSCI Change Management Certification and should have successfully completed associated professional designations, such as obtaining a P.Eng., C.E.T/A.Sc.T, MRAIC, CMA, CGA, CA, and CPA
  • The candidates should have five to eight (5-8) years’ experience directly managing and leading multiple, concurrently run IT projects, such as cloud-based software and software as a service implementation, infrastructure as a service, IT infrastructure, and business transformation projects
  • The candidates should have experience in leading large-scale IT projects, navigating complex and change-sensitive environments, and influencing desirable outcomes through positive and collaborative relationship management
  • The candidates should have experience with supervision and management of IT consultants and contractors and should have supervisory experience including planning, organizing, directing, motivating, and managing professional and administrative staff
  • The candidates should demonstrate analytical, problem-solving, and decision-making skills and should possess the ability to set priorities, solve problems, and meet deadlines under pressure
  • The candidates should have excellent organizational and time management skills to be flexible and responsive to changing priorities and circumstances, as well as the ability to work on diverse projects simultaneously in a stressful and fast-paced environment
  • The candidates should have excellent verbal and written communication skills, with the ability to communicate with all levels of staff, stakeholders, and the general public and should demonstrate a commitment to continuous learning, growth, and the achievement of high performance
  • The candidates should possess excellent interpersonal skills, including the ability to maintain relations with consultants, government agencies, developers, suppliers, and contractors relative to facility and equipment design and improvements, and formulate sound recommendations
  • The candidates should have experience with Microsoft Office Suite, including experience with Project Management Systems such as Microsoft Project or similar software and should have experience in a municipal environment

Responsibilities:

  • The candidates should be able to provide leadership and guidance in the execution of large-scale, complex Information Technology (IT) projects through a highly structured approach that strives for innovation, excellence, and efficiency
  • The candidates should be able to manage the delivery of multiple IT projects simultaneously through the application of structured project management techniques, organizational change management, effective stakeholder management, and defined project controls
  • The candidates should be able to initiate, lead, facilitate, coordinate, and provide direction, monitoring, and oversight activity for the projects assigned and ensure that the benefits of the investment are realized in an efficient and effective manner
  • The candidates should be able to provide project management expertise and guidance to the Department to successfully complete and/or implement projects and departmental initiatives while achieving the benefits of the investment
  • The candidates should be able to develop and manage the procurement process, which includes solicitation and contract administration tasks
  • The candidates should be able to manage the Design Management process and able to assist in developing Business Cases and Investment Strategies per the Investment Planning Manual
  • The candidates should be able to coordinate and oversee the Project Turnover process
