Requirements:
Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a degree in quality, engineering, commerce, business or public administration and science
Experience: Candidates should have ten years of progressively responsible experience in quality assurance, continuous improvement, or management consulting in a municipal environment and other related cross-industries, including supervision of staff
Physical Requirements:
- The candidates should establish and maintain effective working relationships with civic officials, staff, representatives of other agencies, and the public
- The candidates should collect and diagnose data and develop solutions that improve performance, manage multiple, concurrent projects and meet required deadlines
- The candidates should demonstrate effective interpersonal skills, including the ability to relate to all levels of the organization and external contacts
- The candidates should work with people in initiating and implementing change and manage conflicts in a positive and timely manner
Other Requirements:
- The candidates should have knowledge of the principles and methods of continuous improvement, safety, quality, productivity, statistical analysis, operations research, and economic decision analysis
- The candidates should have familiarity with ISO or related standards and influence and lead formally and informally across a multidisciplinary organization
- The candidates should prepare and present complex technical reports, design and deliver presentations and training programs
Responsibilities:
- The candidates should be able to supervise assigned staff, assist with hiring, establish work assignments, assess staffing needs, and identify and pursue additional resources and plan and approve staff development, assist with performance management, and take disciplinary action and provide leadership, support, and mentorship to internal stakeholders
- The candidates should be able to develop and sustain division-wide quality, internal assurance, and continuous improvement policies, strategies, and programs in operational and corporate service departments and collaborate closely with Strategy and Transformation, City Clerks, and the City leadership team to ensure alignment with organizational goals
- The candidates should be able to build and establish quality assurance, change management, and continuous improvement practices, competencies, capabilities, and culture across operational and corporate service departments
- The candidates should be able to lead, direct, and execute project charters, internal assurance assessments, and investigations in response to inquiries, incidents, and non-conformance issues
- The candidates should be able to deliver recommendations objectively based on facts, observations, internal reviews, assessments, and interviews, leveraging continuous improvement tools such as 5S, Kaizen, visual management, and Gemba
- The candidates should be able to prepare written and oral reports in response to inquiries from City Council, Committees of Council, senior administration, and the public and navigate different labour jurisdictions while conducting internal reviews, assessments, investigations, and assurance activities, handling confidential information appropriately
- The candidates should be able to liaise with internal program users, other municipalities, associations, and external stakeholders to ensure alignment with organizational needs and industry best practices and provide management systems audits, performance assessments, process risk management, corrective action support, and reporting
- The candidates should be able to develop and administer internal training programs based on identified needs related to quality assurance, change management, project management, and continuous improvement
- The candidates should be able to develop and execute continuous improvement projects and lead investigations and corrective actions and assist with the preparation of annual division operating and capital budgets and conduct expenditure analysis
- The candidates should be able to develop, sponsor, and manage project charters, business cases, work breakdown structures, and schedules to support quality assurance and continuous improvement program objectives and ensure compliance with legislation, regulations, standards, guidelines, Civic Bylaws, policies, procedures, and collective agreements and perform other related duties
