City of Calgary’s Corporate Planning and Performance department is responsible for strategic planning and performance management initiatives. It oversees the development and implementation of organizational strategies and objectives. By fostering a culture of accountability and continuous improvement, it enhances organizational effectiveness and efficiency, ensuring the city delivers quality services to residents. The candidates selected for the vacancy will be required to start the work as soon as possible.

Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have educational qualifications such as a graduate degree in a related field
Experience: Candidates should have at least 8 years of relevant experience in public policy analysis, service reviews, performance measurement and/or strategic planning in large, public sector organizations

Other Requirements:

  • The candidates should be aware that equivalent combinations of experience and education may be considered
  • The candidates should have experience in writing and delivering reports and presentations to senior levels such as the Executive Leadership Team (ELT) and/or Council, which is required
  • The candidates should possess excellent strategic, critical thinking, and creative problem-solving skills, as well as the ability to adapt within a changing environment with competing priorities
  • The candidates should have well-developed political acumen, along with the ability to deal effectively with organizational dynamics and politics, and an understanding of the complexities of decision-making in the public sector
  • The candidates should have strong communication and interpersonal skills, including the ability to build trust, influence, and resolve conflicts within a team environment
  • The candidates should demonstrate project planning, project management, consulting skills, and project team leadership skills in a dynamic environment, with the ability to prepare and present complex reports and presentations

Responsibilities:

  • The candidates should be able to support the development, coordination, alignment, and integration of corporate-wide projects related to measurement and reporting on corporate performance
  • The candidates should be able to contribute to new and emerging initiatives such as driving maturity in measurement, expanding the application of the corporate framework for measurement (Results-Based AccountabilityTM), and advancing organizational-wide performance measurement
  • The candidates should be able to lead and support various projects related to performance measurement and benchmarking, business planning, and risk management
  • The candidates should be able to design and implement concepts, methods, processes, materials, and templates to implement new initiatives and ways of thinking
  • The candidates should be able to design and facilitate workshops and conversations that bring subject matter experts towards common results
  • The candidates should be able to analyze quantitative and qualitative materials to identify and extract themes, synthesize findings, and form evidence-based conclusions
  • The candidates should be able to establish strong networks with various groups internal and external to the organization
  • The candidates should be able to lead and collaborate on all aspects of project management including development of project charters, monitoring project status, and managing risk
  • The candidates should be able to research, write, and present formal strategic reports and supporting material for Executive Leadership Team and/or Council
