Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Post-secondary degree or diploma/certificate in Computer Science, or Computer Engineering, or relevant equivalent training & experience combination
Experience: Candidates should have Minimum 5 years’ experience in the Esri technology environment, and Spatial Data management

Physical Requirements:

  • The candidates should be detail-oriented, well-organized, and able to prioritize complex tasks with critical deadlines and solid analytical skills for complex

Other Requirements:

  • The candidates should have a minimum of 2 years’ supervisory experience leading technical professionals and experience with VertiGIS, FME, ORACLE, SQL, CADD (e.g., MicroStation, AutoCAD) technology tools
  • The candidates should have thorough knowledge of Municipal, Regional, Provincial, and Federal Governments and applicable Legislations and Experience working in a municipal/government setting

Responsibilities:

  • The candidates should be able to be responsible for innovating and maintaining the Corporate Departmental technologies platforms, providing data, services, and solutions to related technology environments
  • The candidates should be able to include day-to-day management of professional IT staff and collaborate with operating units to meet key service deliverables for supporting programs, ensuring operational effectiveness and corporate service standards
  • The candidates should be able to provide leadership to Subject Matter Experts (SME’s) within the section, including mentoring, coaching, and performance management and able to provide daily direction and mentoring to IT professional staff, creating a team environment that ensures high performance
  • The candidates should be able to review and prioritize operational tasks, project requests, and work plan schedules, assigning work duties according to the technical skill of the IT professional staff to meet business requirements and Service Level Agreements
  • The candidates should be able to manage resource scheduling and task execution compliance to plans and objectives, reviewing and participating in the development of roadmaps involving information technologies, and creating processes and procedures for solution builds, deployment, operationalization, and monitoring
  • The candidates should be able to plan and execute, along with the team, all projects, initiatives, and operational activities, ensuring they meet business requirements and goals, fulfil end-user requirements, and identify and resolve systems issues.   • The candidates should be able to maintain technology that will feed into and align with overall IT architectural plans and able to review Request for Proposals (RFPs) and other information technology projects documents for technology-related content
  • The candidates should be able to provide leadership and guidance in the management and control of implementation processes to facilitate the successful delivery of programs and able to make decisions on the functional requirements, oversee the development, and implementation of initiatives that support business deliverables
  • The candidates should be able to assess and monitor section members’ performance goals, reviewing performance against goals and disciplining as required to meet operational effectiveness and able to ensure staff compliance with regulatory provisions, i.e., Occupational Health & Safety, and the City’s policies and procedures
  • The candidates should be able to coach and develop staff for personal and corporate advancement through career development, training programs, and other resources to ensure continued technical, professional development and able to interview, recruit, and hire staff to meet operational effectiveness, handling and responding to escalated complex issues through effective investigation, mediation, and conflict resolution
  • The candidates should be able to answer queries and respond to requests from internal customers, vendors, consultants, and the public. They should be available to assist team members in the handling of complicated and escalated concerns, as well as in system emergencies, providing prompt accurate responses. Build and maintain relationships with all areas of IT and business units across the organization to have a full end-to-end understanding of business processes and related technology to better integrate technology and provide solutions
  • The candidates should be able to liaise and interact with internal and external stakeholders, government agencies, consultants, and vendors to establish standards and criteria for all current and future initiatives. Attend and represent the department in various meetings to present reports, recommendations, and respond to inquiries for defined programs. Ensure documented plans, SOPs, methodologies, architecture models meet Corporate IT standards. Cultivate and disseminate to team members, peers, and non-IT staff/users, knowledge of technology best practices which leads to technical competency and consistency within the team
  • The candidates should be able to stay abreast of IT industry trends and changes to benchmark, make recommendations and able to establish and implement relevant standards to support defined programs
  • The candidates should be able to assess and evaluate emerging trends, current programs, processes, and practices to recommend improvements to meet operational effectiveness and able to maintain knowledge of collective agreements, City policies and practices, legislation, regulations, and Standard Operating Procedures (SOPs)
  • The candidates should be able to work diligently to enhance or improve business processes. Manage the current budget of expenditures related to function or programs and ensure budget compliance meets necessary sign-offs and approvals
  • The candidates should be able to negotiate with internal and external vendors to ensure budget compliance and assist the manager in preparing operating and capital budgets and able to use effective resource and expense management at all times to meet corporate policies and guidelines. Lead projects and program initiatives to meet operational effectiveness
  • The candidates should be able to work well within diverse groups to achieve common goals and objectives to meet operational effectiveness and corporate service standards and able to demonstrate corporate values at all times and able to participate as a member of a cross-functional team
