Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of university degree in Commerce, Economics, Finance, Accounting or Business Administration

Responsibilities:

  • The candidates should be able to provide financial analysis and strategic recommendations through the development, presentation, approval, and implementation of the City’s annual budget and review budget submissions, Council reports, and procurement reports, ensuring compliance with legislative and corporate standards and adequate financial controls
  • The candidates should be able to review and consolidate operating and capital budget submissions from all departments, ensuring accuracy and adherence to budget guidelines, legislation, corporate policies and procedures, by-laws, and best practices and prepare budget submission materials for ELT and SMT review, and Council workshops, budget deliberations, and final budget approval
  • The candidates should be able to coordinate, communicate, educate, advise, and train departmental Business Services Offices and Financial Planning Analysts in all City departments on budget development processes, timelines, and requirements and prepare financial templates and complex financial models for operating and capital budgets and attend Council Budget Deliberations, track changes from decision points, and update Property Tax models in real time
  • The candidates should be able to prepare comparative analyses of Brampton versus other municipalities or regions, using FIR data and other municipal or regional budget reports and support the development of annual budget guidelines by conducting analysis and researching best practices and prepare short, mid-term, and long-term analysis on capital funding sources and recommend annual capital envelopes
  • The candidates should be able to maintain relationships with other municipalities’/regions’ Finance and Budget staff and update all budget materials to reflect the final approved budget and implement the approved budget by loading all Capital Projects and account-level budgets in the City’s financial system
  • The candidates should be able to establish budget appropriations limits in the financial system, investigate and analyze budget appropriation failures, and prepare financial analysis of the City’s fiscal position for the Quarterly Operating and Reserve status reports to Council and implement budget transfers resulting from reorganizations, new cost centers, and account and cost center transfers
  • The candidates should be able to review financial implications of all Council and Procurement reports, analyze Budget Amendment requests, and ensure all funding options are identified and appropriate funding sources are used and lead functional user activities for budget systems, liaising with corporate IT, managing and implementing system changes, upgrades, and customizations
  • The candidates should be able to prepare policies and procedures to ensure data management accuracy in GABE and CFAB, and administer GABE system procedures and security and provide financial modeling, analysis, templates, and reporting to support ELT, SMT, and management decisions
  • The candidates should be able to formulate strategic financial recommendations, provide financial modeling and support during collective bargaining processes, and act as an influential mediator to resolve inter-departmental financial issues and maintain relationships with internal and external stakeholders, departments, and team members
  • The candidates should be able to conduct research and prepare ad hoc studies, participate in corporate budget teams, and prepare and present recommendations to management and participate in project initiatives as a subject matter expert, work well within diverse groups, demonstrate corporate values, and participate as a member of cross-functional teams
