Requirements:
Languages: Candidates must have knowledge of the English Language
Education:Â Candidates should have completion of Post secondary education in Finance Management, Accounting or Business Administration and a current CPA Designation
Experience: Candidates should have experience in planning, implementing, and conducting financial and operational reviews, investigations and audits of external publicly funded agencies or organizations
Physical Requirements:
- The candidates must be legally entitled to work in Canada
- The candidates must be able to provide and maintain a satisfactory Criminal Record Check, including Vulnerable Sector Search
- The candidates must be able to provide and maintain a satisfactory Child Abuse Registry Check and Adult Abuse Registry Check
- The candidates must possess and maintain a valid Manitoba full stage Class 5 driver’s license, have access to a vehicle, and have the ability to travel for government business purposes
Other Requirements:
- The candidates should have an equivalent combination of relevant education and experience, which may be considered at a commensurate level
- The candidates should have experience in monitoring the financial and operational performance of publicly funded agencies, providing high-level analysis and reports for senior management review
- The candidates should have experience implementing and overseeing the comptrollership accountability framework
- The candidates should have experience providing consultative services and training to external agencies’ financial management and boards
- The candidates should have excellent interpersonal skills with the ability to build effective working relationships with internal and external stakeholders
- The candidates should have strong verbal communication skills with the ability to communicate information to a variety of audiences
- The candidates should have strong written communication skills to communicate simple and complex information to stakeholders with various levels of understanding
- The candidates should have experience interpreting, explaining, and applying legislation and regulations in a regulatory environment
- The candidates should have strong analytical, problem-solving, and decision-making skills, with the ability to anticipate impacts to internal and external stakeholders
- The candidates should have proficiency with Microsoft applications (Outlook, Word, Excel, PowerPoint and Access) or equivalent software applications
Responsibilities:
- The candidates should be able to review, monitor, develop, enhance, and implement the Department’s agency or service provider accountability frameworks (divisional or program)
- The candidates should be able to ensure that framework elements, agreements or contracts, reporting requirements, and review tools meet modern comptrollership principles and are practical
- The candidates should be able to conduct financial reviews and audits of external agencies to verify the proper use of public funds
- The candidates should be able to develop and implement policies and processes for providing financial and management training and support to agencies, ensuring they adhere to sound financial and accounting practices and comply with accountability framework guidelines
- The candidates should be able to assist in developing and implementing policies and processes for conducting systematic and cyclical audits of agencies or service providers based on coordinated and standardized risk assessments across departmental divisions and programs
