Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have educational qualifications such as High school graduation or completion of Fire Inspector 1 or Completion of Level 2 BOABC Qualification or or equivalent
Experience: Candidates should have previous fire prevention, fire investigation, or code enforcement experience

Physical Requirements:

  • The candidates should be able to lift/carry/push/pull 50 pounds or more, from floor to above shoulder height and from floor to waist height (often)
  • The candidates should be capable of standing, walking, climbing (ladders and stairs), balancing, stooping, kneeling, crouching, reaching above and below shoulder level in all directions (often)
  • The candidates should undergo a pre-employment physical assessment, if required, to accurately assess their ability to successfully perform the duties of a fire inspector/fire investigator. They should be able to follow instructions, make critical and timely decisions, and work both interdependently and independently in a safe and courteous manner
  • The candidates should have the ability to recognize specific hazards, react timely, and carry out appropriate actions
  • The nature of fire investigations may expose investigators to tragic and traumatic incidents and/or conditions and requires the emotional fortitude and mental resilience to deal with exposure and response to traumatic situations
  • The candidates should have normal eyesight with color vision sufficient to distinguish the colors red, green, and yellow
  • The candidates should have normal hearing with no artificial aids
  • The candidates should be able to smell/detect odors
  • The candidates should know that job involves primarily fieldwork with occasional exposure to an office environment
  • The candidates should be prepared for adverse working conditions requiring personal protective equipment, which may occur occasionally

Other Requirements:

  • The candidates should have knowledge of fire prevention, inspection, and investigation methods, procedures, bylaws, codes, acts, related regulations, and legislative authority and demonstrate the ability to organize and prioritize work, compose concise reports and submissions, maintain accurate records, and work within defined timelines
  • The candidates should be able to establish and maintain effective and positive working relationships, demonstrate the ability to work independently and as part of a team, possess conflict resolution skills, and exhibit leadership qualities
  • The candidates should display a proven ongoing dedication to outstanding customer service, public safety, and professional development and have the ability to positively represent the City of Victoria and Victoria Fire Department to the public and outside agencies
  • The candidates should have working-level operation of computers and software programs (Microsoft Word, Excel, Outlook, PowerPoint), related specialty software, and audio/visual and photographic (digital SLR) equipment
  • The candidates should possess sound knowledge in comprehending and interpreting architectural, electrical, and mechanical drawings related to the work performed and a technical knowledge exam
  • The candidates should hold Fire Cause and Origin Level 1 certification (to NFPA 1033 Standard) and demonstrated knowledge of BC Fire Code, BC Building Code, and Fire Services Act and possess a current and valid Class 5 BC driver’s license and provide a driver’s abstract demonstrating a responsible driving history
  • The candidates should be required to obtain criminal record clearance with a vulnerable sector check and have knowledge of building construction, wiring, heating systems, mechanical systems, industrial processes including chemical reactions, and the dangers of flammable and combustible materials and liquids
  • The candidates should possess the ability to interpret architectural, mechanical, and electrical drawings and demonstrate strong mechanical aptitude with the ability to operate a wide variety of tools, machinery, and technical equipment
  • The candidates should be skilled in operating Microsoft Office programs and have a working knowledge of the FDM operating system and have confidence and experience in public speaking and using radio communications and have community involvement and volunteer experience
  • The candidates should have additional certifications such as Fire Plan Examiner 1 (NFPA 1031 Standard), Fire Inspector 2 (NFPA 1031 Standard), Fire Cause and Origin Level 2 and 3 (to NFPA 1033 Standard), Fire and Life Safety Educator 1 (to NFPA 1035 Standard) or equivalent, First Responder 3, Emergency Medical Responder (EMR) or Occupational First Aid Level 2 (OFA2) or equivalent, Fire Prevention Officer Certificate, and completion of a Skilled Trades Certification (carpentry, electrical, or plumbing)

Responsibilities:

  • The candidates should be able to carry out inspections of commercial, residential, and industrial occupancies and all publicly accessed buildings to ensure compliance with municipal and provincial fire safety regulations and to ensure adequate standards of fire safety are maintained as directed through these regulations
  • The candidates should be able to regularly inspect and evaluate fire safety systems in existing, new, and renovated buildings and provide direction on improvements, repairs, and/or maintenance issues; respond to complaints concerning hazardous conditions within the scope of authority
  • The candidates should be able to review drawings, plans, and other submissions for adherence to fire safety requirements and related code compliance and able to prepare and deliver information seminars and lectures on fire protection, prevention, and safety topics to a variety of target groups, such as school children, seniors, strata groups, care providers, and workplace staff
  • The candidates should be able to work in cooperation with other municipal or provincial agencies to provide a coordinated approach to enforcement, compliance, and related matters, including the provision of information on investigations, inspections, and historical statistics
  • The candidates should be able to conduct fire investigations during and outside normal working hours to determine cause and origin and submit detailed, written reports; participate in the after-hours fire investigator call-out rotation
  • The candidates should be able to assist the Assistant Chief – Training and Staff Development in organizing and delivering information on inspection techniques and familiarization of the Fire Prevention Division objectives and role to Fire Suppression personnel and able to perform other related duties where required and as qualified
