Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have educational qualifications such as a Bachelor’s degree in Civil Engineering
Experience: Candidates should have 8 years of progressive experience in planning, design, construction management, and project management

Other Requirements:

  • The candidates should be registered as a Professional Engineer, P. Eng., with Engineers and Geoscientists BC
  • The candidates should have related work experience in municipal government and demonstrate experience in transportation, street design, and relevant Regulations and Bylaws
  • The candidates should possess project management skills and the ability to organize effectively to meet deadlines and have the ability to effectively negotiate complex issues in the best interest of the department, City, and taxpayers
  • The candidates should demonstrate the ability to build relationships and influence others while respecting the sensitive and political challenges that impact decisions
  • The candidates should have the ability to strategically advise staff on public and stakeholder engagement efforts
  • The candidates should demonstrate the ability to lead employees through organizational change and have the ability to manage multiple projects and processes with competing schedules and resources
  • The candidates should possess strong written and oral communication skills
  • The candidates should have the ability to act as the Responsible Registrant under the Engineers and Geoscientists BC (EGBC) Permit to Practice regulations

Responsibilities:

  • The candidates should be able to manage the overall operations of the Transportation Design and Delivery Branch, including developing asset management plans and delivering capital programs related to the maintenance and service level upgrades of City streets, sidewalks, intersections, and other related assets
  • The candidates should be able to supervise staff in the Transportation Design and Delivery section, providing guidance, support, and training to ensure efficient performance, and implementing performance planning and review processes
  • The candidates should be able to act as Engineer of Record for internal design/construction projects and ensure compliance with the City’s Professional Practice Management Plan (PPMP) and the Professional Governance Act
  • The candidates should be able to develop and present recommendations for multi-year capital budgeting levels to maintain and improve transportation-related assets and able to manage the design, delivery, and management of annual transportation capital programs, including internal design schedules, and oversee a range of design policies to ensure consistent application in capital projects
  • The candidates should be able to liaise and advise Engagement staff regarding public and stakeholder consultation for transportation projects and provide leadership and direction to the branch, including responsibilities such as hiring, assigning tasks, evaluating and managing performance, providing coaching and mentorship, facilitating training and development
  • The candidates should be able to establish the operational direction of the branch, including developing and implementing policies and procedures that direct the work of branch staff in the successful execution of capital projects and programs
  • The candidates should be able to provide review and street geometric design advice for the department’s rezoning and development review process, develop, modernize, and implement branch policies and guidelines that ensure ongoing compliance with quality management standards
  • The candidates should be able to prepare and deliver presentations to Council and advisory committees related to development and the lifecycle of transportation projects and establish and manage branch operating budgets, including developing and reporting on branch metrics, administration of project accounts, and identification of financial risks
