Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of Post-secondary degree in social sciences, public or business administration
Experience: Candidates should have considerable experience in the relevant field

Physical Requirements:

  • The candidates should be legally entitled to work in Canada
  • The candidates should be willing and able to work overtime, including holidays, evenings, and weekends
  • The candidates should be able to travel throughout the Province of Manitoba with possible overnight stays
  • The candidates should be able to provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search
  • The candidates should be able to provide and maintain a satisfactory Child Abuse and Adult Abuse Registry Check
  • The candidates should possess and maintain a full Class 5 Manitoba Driver’s License and access to a motor vehicle
  • The candidates should be able to obtain and maintain a satisfactory Enhanced Internal Security Screening Level 4
  • The candidates should have the ability to work independently with minimum supervision

Other Requirements:

  • The candidates should have a degree in a related discipline and extensive related work experience in management, or an equivalent role. Other equivalent combinations of related education, training, and extensive experience
  • The candidates should have experience leading and directly managing staff, including training, delegating tasks, and attendance management, while fostering a collaborative, innovative, and productive work environment
  • The candidates should have strong organizational skills to manage multiple competing priorities within a dynamic and time-sensitive environment and experience leading victim services in operational functions in a provincial victim services program
  • The candidates should have strong written communication skills to produce authority-seeking documents, including correspondence, briefing materials, treasury board submissions, cabinet submissions, and media and public enquiries
  • The candidates should have excellent verbal skills to effectively communicate complex information to a variety of internal and external stakeholders and strong political acumen to manage highly sensitive and confidential matters, and negotiate complex multi-faceted issues with tact and diplomacy
  • The candidates should have knowledge or experience in Project Management, LEAN methodology, and Change Management and strong interpersonal skills to develop and maintain effective working relationships with internal and external stakeholders
  • The candidates should have strong proficiency with the Prosecutions and Scheduling Management System (PRISM), including knowledge or experience with producing reports and correspondence by using the application
  • The candidates should have experience building relationships with Indigenous people and implementing the principles of reconciliation

Responsibilities:

  • The candidates should be able to lead the Branch’s Operations by planning, developing, monitoring, and evaluating various operational service areas within Victim Services
  • The candidates should be able to provide central coordination, consultation, and collaboration in the development of quality assurance and continuous improvement initiatives for provincial Victim Services
  • The candidates should be able to monitor service policies, processes, and practices for strategic alignment and compliance with provincial standards
  • The candidates should be able to develop recommendations to address risks and gaps identified in service delivery
  • The candidates should be able to collaborate with the Director of Victim Services and other leadership team members to ensure effective and efficient operations across all service areas
  • The candidates should be able to contribute to the strategic direction of Victim Services through data-driven insights and operational expertise
  • The candidates should be able to demonstrate strong leadership skills and the ability to foster a culture of continuous improvement within the organization
