Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have University graduation in Planning or a related discipline
Experience: Candidates should have progressive municipal experience at a professional level

Physical Requirements:

  • The candidates should demonstrate the ability to organize, direct, and supervise staff engaged in planning work, including managing and mentoring staff for greater responsibilities
  • The candidates should excel in working in a changing environment while delivering complex projects on time and on budget

Other Requirements:

  • The candidates should have a working knowledge of zoning and land use regulations, land development economics, and urban design principles
  • The candidates should have membership or eligibility for membership in the Canadian Institute of Planners and capable of scoping and developing work programs and managing complex planning projects
  • The candidates should demonstrate planning ability with an emphasis on policy development in a multi-stakeholder environment, including large-scale development, community planning, and public realm
  • The candidates should be proficient in developing and carrying out public processes, possess superior verbal and written communication skills and have experience in leading teams and in project management
  • The candidates should be adept at preparing and presenting reports that clearly communicate complex ideas and demonstrate the ability and skill to work with groups using facilitation, conflict resolution, and interest-based mediation to achieve mutually agreeable solutions
  • The candidates should have considerable knowledge of governmental, legal, and financial procedures for municipal development and of the City’s Zoning and Development By-law, Official Development Plans, Policies, and Guidelines, plus a broad knowledge of City services, programs, and processes
  • The candidates should have demonstrable skills and ability in word processing (Word) quantitative analysis (Excel) and presentations (PowerPoint)
  • The candidates should have ability in the preparation of visual materials (Adobe Creative Suite) and Urban Design Analysis (SketchUp), and ArcGIS
  • The candidates should have the ability to meet transportation requirements

Responsibilities:

  • The candidates should be able to scope a variety of area plans and major projects and introduce work to City Council within tight timeframes
  • The candidates should be able to conceptualize project work and coordinate steps in the process, which includes managing a team, overseeing input from various stakeholders, and coordinating the workflow
  • The candidates should be able to establish collaborative and productive working relationships with internal and external stakeholders, including other City departments, governments and agencies, community residents, landowners, and business interests
  • The candidates should be able to plan and implement public and stakeholder engagement processes, including attending and facilitating community forums, workshops, and meetings (including weekday evenings and weekends)
  • The candidates should be able to develop and write area plans and major project policy statements and engage in complex report writing and presentations to Corporate Management, City Council, and other governments and agencies
  • The candidates should be able to exercise considerable judgment and demonstrate professionalism, diplomacy, tact, and discretion in carrying out the work
  • The candidates should be able to represent the City to outside agencies, delegations, and other external functions and supervise a team of staff, which includes professional, technical support, and clerical staff
  • The candidates should be able to perform other duties as required and be able to represent the City to outside agencies and delegations
  • The candidates should be able to take responsibility for report writing and presentations to Corporate Management, City Council, and other governments and agencies
  • The candidates should be able to involved in leading area plans and major projects and participating in the management of the Special Projects Office (SPO) in Planning, Urban Design, and Sustainability
  • The candidates should be able to serve to strategically advance and manage various aspects of the SPO work program, encompassing highly complex professional planning work, including area planning, plan implementation, development of major projects policy statements, and providing policy advice on rezoning applications
  • The candidates should be able to exercise independent judgment in conceptualizing project work, developing and managing work programs, planning and implementing public processes, and managing staff, consultants, and budgets
