Requirements:
Languages: Candidates must have knowledge of the English Language
Education:Â Candidates should have completion of a Planning Technical School Diploma, including courses in computer graphics and mapping technology
Experience: Candidates should have 3 years of related experience or an equivalent combination of education and experience
Physical Requirements:
- The candidates should have dexterity while performing manual and computer-aided drafting
- The candidates should be able to meet multiple deadlines and apply complex regulatory and process requirements
- The candidates should be able to sustain long periods of intense concentration while computer drafting
- The candidates should be able to focus on detailed architectural and design drawings, maps, and computer work for long periods
- The candidates should be comfortable working in an office environment with occasional site visits or inspections
Other Requirements:
- The candidates should be able to organize and prioritize work and understand, interpret, and apply planning regulations and procedures and strong verbal and written communication skills
- The candidates should understand, interpret, and apply provincial legislation and processes and and apply research and documentation techniques
- The candidates should understand and apply the techniques and calculations required for computer-aided drafting
- The candidates should have working-level operation of current City of Victoria drafting, mapping, database, and desktop publishing software
- The candidates should be able to use MS Office Suite, including Word, Excel, PowerPoint, and Outlook
- The candidates should be able to read and interpret building and construction plans and drawings
- The candidates should be able to use software applications such as ESRI ArcGIS, AutoCAD, and Bluebeam and maintain accurate records
- The candidates should have a current and valid Class 5 B.C. Driver’s License and requested to substitute in a more senior position
Responsibilities:
- The candidates should be able to review Rezoning applications, Development Permit applications, Temporary Use Permit applications, building permit applications, and business license applications for completeness, accuracy, and compliance with planning regulations, bylaws, and procedural requirements, and input and process applicable fees and development cost charges
- The candidates should be able to respond to enquiries from applicants, the development industry, the general public, internal City Departments, and other outside agencies by providing information related to applicable zoning bylaws, planning regulations, land use, procedural and fee-related bylaws, and legal address information
- The candidates should be able to compose correspondence related to verification of zoning, compliance with zoning regulation bylaws, and other relevant procedural or fee bylaws, and assign property addresses in response to departmental and outside agency requests
- The candidates should be able to process applications submitted for the Board of Variance, represent the Department at public meetings with prepared plans and materials, report on application specifics as required, and conduct site inspections
- The candidates should be able to design and produce detailed computerized property location maps, including address, land use, and zoning for reports, hearings, meetings, legal advertising, and land use studies, and liaise with the Engineering Department in the production of digital mapping
- The candidates should be able to maintain various address and zoning maps, produce presentation graphics for public hearings, and research and standardize property description and address data
- The candidates should be able to maintain records on land use history and new construction, assist with the preparation of area plans, in-house publications, and computer mapping, and conduct research and compile information related to planning issues and zoning-related projects as directed
