It ensures efficient and cost-effective sourcing of goods and services, supporting the city’s operational needs and fiscal responsibility. Through its strategic management of the supply chain, it enhances service delivery and contributes to the effective functioning of Saskatoon’s municipal services. Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have successful completion of a two-year post-secondary diploma from an accredited college or university in Business Administration, Operations, Finance, Accounting, or related field
Experience: Candidates should have Five years’ experience in Supply Chain Management

Other Requirements:

  • The candidates should possess a Diploma in Supply Management from Supply Chain Canada (SCC) or a Public Sector Procurement Program (PSPP) Certificate from The Procurement School and demonstrate the ability in strategic procurement, category management, source-to-contract (S2C), and procure-to-pay (P2P)
  • The candidates should have considerable knowledge of modern tools and principles of Supply Chain Management and able to work collaboratively and gain knowledge from internal and/or external stakeholders and become a functional area leader for business process change
  • The candidates should demonstrate organizational skills and be self-directed and ability to articulate ideas, concepts, messages, and persuasive presentations on controversial or complex topics and can relate to people within the organization to support strategic project goals
  • The candidates should demonstrate the ability to educate others with a willingness to share information and have demonstrated ability to make complex decisions while considering the “big picture” perspective, with a defensible and consistent process
  • The candidates should possess knowledge of a variety of products and sources of supply and experience in public sector procurement and demonstrate the ability to analyze information and exercise good judgment in strategic sourcing, decision making, and recommendations
  • The candidates should have knowledge of strategic procurement principles, methods, and procedures, as well as contract law, competition act, and social, economic, and sustainable purchasing practices
  • The candidates should have the ability to deal courteously, tactfully, and effectively with suppliers and civic staff
  • The candidates should possess demonstrated skill in the operation of Office Suite and Enterprise Resource Planning (ERP) software (such as SAP, Oracle, and Microsoft Dynamics 365) and have the ability to render decisions exercising good judgment and able to work with minimal supervision
  • The candidates should demonstrate ability in contract negotiation processes and able to adapt to rapidly changing situations and conflicting priorities while maintaining a high degree of professionalism
  • The candidates should have the ability to work both within a team environment as well as independently and possess strong analytical, critical thinking, decision-making, and problem-solving skills
  • The candidates should have excellent listening, verbal, and written communication skills with the ability to lead/facilitate meetings with business areas and suppliers

Responsibilities:

  • The candidates should be able to perform intermediate-level professional work in strategic procurement, public procurement policy, regulatory compliance, and centralized procurement activities and able to conduct spend analysis, develop sourcing strategies, assess market trends, and perform complex cost and price analysis
  • The candidates should be able to ensure the timely procurement of goods, services, and construction in accordance with corporate purchasing policy, Trade Agreements, and public procurement guidelines and able to plan, administer, and execute the source-to-contract (S2C) process, including preparation of RFx documents and reviewing specifications for policy and regulatory compliance
  • The candidates should be able to administer and govern the bid submission process, review and evaluate bid submissions for compliance, oversee the evaluation, contract award, and supplier debrief process, and facilitate bid protests and supplier suspension processes and able to lead negotiations with suppliers on proposals and contracts, ensure that the evaluation and recommendation for award are in accordance with the RFx, and prepare or oversee all correspondence related to the RFx
  • The candidates should be able to navigate the legal and operational challenges within the source-to-contract (S2C) and/or bid submission process under the direction of the Manager/Senior Procurement Specialist and able to prepare or oversee the creation of SAP Outline Agreements and Purchase Orders, develop, recommend, and implement blanket or strategic purchase orders to assist with efficient and effective procure-to-pay (P2P) processes
  • The candidates should be able to review and issue purchase orders within delegated authority, monitor purchase orders, expedite delivery, and review and investigate delayed deliveries, cancellations, and claims related to lost and damaged goods
  • The candidates should be able to research market sources and vendors to locate the most cost-effective and competitive approach for the procurement of goods, services, and construction and able to organize and chair task groups to develop specifications for goods, services, and construction, conduct needs analysis, align requirements, and troubleshoot and resolve issues or constraints
  • The candidates should be able to identify and develop vendor performance criteria, track and monitor vendor performance concerning the quality of goods, services, and construction, and provide inputs to, document, and report on supplier performance and able to respond to inquiries and communicate with City staff and suppliers on various public procurement topics and issues, provide guidance, advice, and direction on corporate purchasing policy and protocols
  • The candidates should be able to assist division, department, or corporate finance staff with procure-to-pay (P2P), purchase order, invoicing, and payment issues
  • The candidates should be able to perform other duties as assigned which are directly related to the major responsibilities of the job
