Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Post-secondary education in a field of Fleet Management, Business Administration or other related discipline or an equivalent combination of education and experience
Experience: Candidates should have experience in conducting research, analysis, interpreting large volumes of data, summarizing findings and creating presentations

Other Requirements:

  • The candidates should have experience in project management, handling multiple and diverse projects from inception through implementation with minimal directions; and the ability to initiate, coordinate, and manage the implementation of creative solutions
  • The candidates should demonstrate the ability to provide effective work direction to project team members, contractors, and staff in a unionized environment
  • The candidates should possess extensive experience with a variety of software packages, including Microsoft Suite (e.g., Word, PowerPoint, Project, Visio, and including an advanced level in Excel), and/or equivalent City available software to conduct complex processing of database extracts e.g., SAP
  • The candidates should exhibit advanced knowledge in drafting and presenting reports and recommendations to senior-level management
  • The candidates should have experience leading contract development/procurement of goods/services, service negotiation, vendor management, as well as an understanding of business/legal issues, preferably in a government environment
  • The candidates should have effective oral and written communication skills, including excellent report writing, presentation skills, and conflict resolution skills
  • The candidates should have Knowledge of City of Toronto policies and procedures, purchasing procedures, bylaws, policies, guidelines, and municipal operations
  • The candidates should demonstrate a high degree of conceptual ability and capacity to develop creative solutions to the refinement of procedures, development of policy, and evaluation of problems
  • The candidates should have a proven track record of solid internal and external relationships and strong leadership capacity
  • The candidates should have Knowledge of Ontario Statutes, including the Occupational Health and Safety Act and Regulations, the Collective Agreements, and related Labour legislation
  • The candidates must possess and maintain a valid Province of Ontario Class “G” Driver’s License and qualify for the City’s equipment operating permits and requirements

Responsibilities:

  • The candidates should be able to manage assigned projects/contracts, ensuring effective teamwork, communication, and high standards of work quality and manage fleet information management solution improvements and develop and implement contracts, detailed plans, and recommend policies regarding program-specific requirements
  • The candidates should be able to conduct research into assigned areas, including working with confidential information related to policy, staffing, job roles, and budgetary changes and produce reports that take into account developments within the field, City policies and practices, legislation, and initiatives by other levels of government
  • The candidates should be able to monitor and provide input into and administer the assigned budget for the unit, ensuring that the unit’s expenditures are communicated, controlled, and maintained within approved budget limitations
  • The candidates should be able to provide supervision and work direction to project team members and support staff, ensuring effective teamwork, high standards of work quality, and organizational performance, continuous learning, and encourage innovation and communication in others and develop budget estimates, human resource estimates, and future projections based on research and communication with multiple client groups
  • The candidates should be able to coordinate the implementation of new asset management plans, contracts for various maintenance activities, and categories of assets and provide input, guidance, and technical expertise in the development of City initiatives, making recommendations that contribute to divisional/City initiatives and the effective use of human assets and services that will lead to service efficiencies and optimization of resources
  • The candidates should be able to collect, analyze, evaluate, and interpret information/findings to develop Key Performance Indicators (KPIs), recommendations for improvement to existing Divisional projects, operating procedures, policies, services, and increase contract performance
  • The candidates should be able to represent Fleet Services on various committees and working groups and coordinate, implement, and develop tracking tools for large-scale projects in fleet maintenance operations
  • The candidates should be able to prepare purchasing call documents such as Requests for Quotations and Requests for Proposals related to services, goods, or equipment as required by Fleet Services and prepare summaries of information/findings using a range of analytical and statistical techniques
  • The candidates should be able to conduct site visits, field studies, and analyze collected and available data to determine trends and make recommendations and assist in communicating information across the division and client groups and assist in the design, development, and facilitation of policies, procedures, and processes
  • The candidates should be able to prepare responses, project plans, reports, and status updates for senior management and prepare reports for senior management, making recommendations on changes in business methods and processes, including appropriate staffing levels and human resource allocation to strengthen risk control and reduce costs
  • The candidates should be able to provide support to the Fleet Services contract management function by assisting with the development of procedures, protocols, work practices, and tools to measure/document contractor performance and to document data to support contract management
  • The candidates should be able to assist with identifying deficiencies in contractors’ operations and document any disagreement in the interpretation of the contract and assist with addressing day-to-day technical contract issues and problems before they may escalate to the level of contract breach
  • The candidates should be able to liaise with members of the public, contractors, City divisions, districts, and elected officials to address and resolve issues and prepare detailed and timely reports, records, schedules, monthly status reports relating to existing contracts using benchmarking measures and project management techniques
  • The candidates should be able to provide input into and coordinate various Health and Safety and Environmental compliance initiatives
