Project Officer/Engineer

Government of Northwest Territories, Department of Infrastructure (INF), based in Inuvik is inviting applications from suitable candidates for the position of Project Officer/Engineer. The government of Northwest Territories, Department of Infrastructure (INF) provides high-quality services to the public and Government of the Northwest Territories (GNWT) departments, boards, and agencies including the planning, design, construction, acquisition, operation, and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector and promotes the development and increased use of energy-efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory. The candidates selected for the vacancy will be required to start the work as soon as possible.

Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have a Civil Engineering Degree or a Diploma in Civil Engineering Technology with Supervisory Training
Experience: Candidates should have supervisory experience and design and construction experience

Physical Requirements:

  • The candidates should be individuals with the physical abilities required for fieldwork in an outdoor environment, including the ability to observe, survey, inspect, travel, and direct staff and contractors

Other Requirements:

  • The candidates should be individuals with a Class 5 NWT Driver’s Licence
  • The candidates should be individuals with 4 years of design and construction experience if they hold a Degree, and 8 years for Diploma holders, or longer depending on the knowledge and skills required
  • The candidates should be individuals with Highway Design Experience in an AutoCAD Environment
  • The candidates should be individuals with at least one year of experience supervising staff in a cross-cultural setting
  • The candidates should be individuals with the ability to develop and analyze short and long-term construction projects
  • The candidates should be individuals with the ability to manage construction projects throughout all stages of development, from planning to completion
  • The candidates should be individuals with knowledge of Northern soil conditions, the environment, and construction practices
  • The candidates should be individuals with supervisory experience
  • The candidates should be individuals with excellent communication skills demonstrated through written work and verbal presentations

Responsibilities:

  • The candidates should be able to manage the implementation of a variety of capital projects and major O&M projects for the Department, including highways, airports, and marine facilities, and related infrastructure
  • The candidates should be able to advise on highway maintenance operations from an operating budget of approximately $3.9 million for the delivery of highway maintenance programs to approximately 547 kilometers of the regional public highway system
  • The candidates should be able to assist in gravel resurfacing and dust control projects in addition to advising on the maintenance of the highway system
  • The candidates should be able to oversee the construction and general maintenance of the Peel River and Arctic Red River ice crossings
  • The candidates should be able to ensure the safe movement of goods and services and provide economic stability, tourism, and quality of life for residents in the area
  • The candidates will be members of various project management teams assembled to meet the needs of specific programs within the Departments, including highways, airports, marine facilities, and related infrastructure
