Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of degree in recreation administration, kinesiology, leisure studies, commerce or a related field
Experience: Candidates have a minimum of two years of supervisory experience

Other Requirements:

  • The candidates should possess a thorough knowledge of the philosophy and objectives of public recreation and community development principles and processes and also knowledge of the role of the municipality in recreation and leisure services delivery
  • The candidates should demonstrate knowledge of current literature, standards, trends, and practices applicable to facility operation, program planning, and customer service
  • The candidates should have the ability to direct and support staff in achieving identified results and should be capable of providing leadership and empowerment to achieve results through others
  • The candidates should be able to develop and present budgets, as well as control available resources to achieve expected results
  • The candidates should possess the ability to develop and maintain effective working relationships
  • The candidates should have the ability to negotiate rental/usage agreements through problem-solving, consensus, stakeholder involvement, and dialogue
  • The candidates should be skilled in expressing ideas and concepts effectively in oral and written form to a variety of audiences
  • The candidates should demonstrate proficiency in the operation of word-processing, databases, and spreadsheets
  • The candidates should possess a valid Saskatchewan Class 5 Driver’s Licence and also provide a current driver’s abstract from SGI demonstrating a safe driving
  • The candidates should have possess between four to six years of increasingly responsible experience in the field of recreation, with a focus on either municipal facility operation or program development

Responsibilities:

  • The candidates should be able to plan, organize, and direct activities within the assigned area to maximize the use of recreation facilities, programs, and services in response to market demand
  • The candidates should be able to manage assigned staff, including hiring, assigning work schedules, assessing staffing needs, identifying and pursuing other resources if necessary, performing layoff and recall procedures, planning and approving staff development, conducting performance management, and, when required, disciplinary action
  • The candidates should be able to select programs and services to meet community and customer needs, promoting, implementing, evaluating, and/or retiring programs based on defined business goals and outcomes and in response to market demand and customer feedback
  • The candidates should be able to prepare, coordinate, and monitor the operating and capital budgets for the assigned area, including annual reporting of area activities, and recommend available resources for allocation
  • The candidates should be able to manage public consultation processes to ensure recreation infrastructure is developed to support volunteer and other agencies’ program delivery roles and to develop a framework for partnership agreements
  • The candidates should be able to represent the department in discussions and negotiations with other departments and external agencies related to maintaining and monitoring standards for safety, cleanliness, and security of assets, sport fields, golf courses, and recreation facility development, as well as emergency social services plans
  • The candidates should be able to negotiate partnerships, leases, operating agreements, and other related contracts, and represent the department on any partnership or management committees, as well as develop a strategy to approach and acquire sponsorship for selected programs and facilities
  • The candidates should be able to provide and seek advice and direction from front-line staff to ensure customer service processes are responsive, adaptive, and accessible
  • The candidates should be able to provide support to assigned committees by attending meetings, preparing reports, and coordinating projects
  • The candidates should be able to coordinate the provision of information and/or resources to assist marketing staff in developing marketing campaigns to promote programs and rental opportunities available within the department
